- It is the intent of the National Library of Medicine (NLM) to negotiate on a sole source basis under the authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements with CCS Content Conversion Specialists, Weidestrasse 134, 22083 Hamburg, Germany to procure docWorks®, a robust, fully-developed proprietary image processing software that includes the following "out-of-the-box" capabilities: (1) supports ActiveDirectory® that enables the software to work within National Library of Medicine firewalls; (2) statistics tracking and compilation that enables operator to create a variety of reports, including status of items being processed; volumes / pages digitized per time period (e.g. month); volume / batch completeness; etc.; (3) fully automated, easy to use page verification feature that allows operator to quickly determine if there are any missing pages or other missing content; (4) fully automated de-skewing and operator-friendly templating that does not require extensive manipulation to enable a volume to be processed; (5) batch processing of processed titles, including generation of the following files: compressed or uncompressed TIFF; ALTO positional markup; METS XML with page-level files sequenced in STRUCTMAP container; OCR; book-level PDF with embedded OCR; page-level JPEG2000 files; page-level JPG thumbnails; and (6) fully functional software product capable of meeting NLM's image processing requirement without additional development. The Library has an ongoing program to digitize historical medical print materials from its collections. Post-capture processing of images created using a digital camera or scanner plays a critical role in this effort. Having encountered numerous problems with its existing processing software, the Library has determined through market research that docWorks® is the only product fully capable of making this work easier for staff to perform without undue delays resulting from vendor modification or ongoing development. The Library has identified docWorks® as the only currently available, fully developed, robust image processing software that is ready to be deployed to meet its ongoing digitization needs. The period of performance shall be one year from date of award with four (4) additional one-year option periods. The North American Industry Classification System (NAICS) code for this requirement is 541511 with the small business size standard of $25.5 million. This is not a Request for Proposals (RFP), nor is a RFP available. Notwithstanding, any responsive source, that believes it is capable of meeting NLM's requirement, as stated herein, may submit their corporate capabilities, which, if received by the response date of this announcement, may be considered. Responses to this posting must be submitted via NLM's Electronic Contract Proposal Submission (eCPS) system at https://ecps.nih.gov/nlm, no later than 2:00 p.m., (Eastern-Daylight Savings Time), Tuesday, July 26, 2016. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
