- This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Paper copies of this solicitation will not be available. This combined synopsis/solicitation will be posted on FEDBIZOPPS. The RFQ number is 10805048. Fort Chaffee Joint Maneuver Training Center (FCJMTC), in accordance with the Integrated Natural Resource Management Plan (INRMP), is required to conduct periodic large mammal surveys across the installation. The last survey was conducted more than 10 years ago, therefore it is time to resurvey. As FCJMTC is a cooperatively managed Wildlife Management Area, the survey data will be used to direct future population management decisions. The specialized nature of these surveys requires specialized equipment and specific procedures to obtain reliable, cost-effective results. The following is a list of minimum requirements needed to meet the natural resource goals and objectives of an aerial infrared (IR) white-tailed deer and feral hog survey on FCJMTC: 1) Ability to survey the entire installation (65,000 acres) in a single flight outing, multiple times in successive days. Flight surveys must be used due to the military nature of the installation, which contains non-cleared ranges and unexploded ordnances; 2) Aerial IR survey equipment and procedures capable of clearly and accurately differentiating white-tailed deer from feral hogs. High resolution and high definition equipment is preferred; 3) Competency in the latest survey techniques, study design and statistical analysis procedures; 4) Ability to survey the installation in the winter during leaf-off (preferably January or February of 2017); 5) Ability to provide a statistical confidence associated with population estimations (preferably 90% or greater); 6) Ability to plot exact locations and density estimations of enumerated wildlife on a map; 7) Ability to provide a professional final report, complete with supporting documents including, but not limited to, survey dates and procedures, density estimations, maps and survey footage; Experience conducting wildlife surveys on military installations. Conducting business on a military installation requires coordination with multiple parties as military training schedules can change often and abruptly. Must be willing to work around training schedules and unexpected weather conflicts. This requirement is 100% set aside for small business concerns. The successful offeror is required to be actively registered in the System for Award Management (SAM) database and not be excluded from award of a federal contract due to fraud or delinquent federal taxes.
