- SOLE SOURCE JUSTIFICATION The Federal Bureau of Investigation intends to sole source to North Carolina Department of Public Safety. Per FAR 5.207(16)(ii) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All capability statements or quotes shall be submitted to the Contracting Officer David P. Yates by email. The email address is David.Yates@ic.fbi.gov. All capability statements or quotes shall be received before the closing date and time. Please see the attached Sole Source Justification. The FBI does not own the property therefore can't choose who completes the work on the site. Please read the Sole Source.
