- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE CLASSIFICATION CODE: 66- Instruments and Laboratory Equipment SUBJECT: Purchase of Maintenance Plan for Beckman Coulter Biomek Fx Instrument SOLICITATION NUMBER: NB644010-16-04749 RESPONSE DATE: 15 days after posting Synopsis: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Beckman Coulter located at 4300 N Harbor Blvd, Fullerton, CA 92835 to purchase a (1 year plus four option years) Maintenance Plan for a Beckman Coulter Biomek Fx Instrument, Serial #/System ID: 5012438, Part #A76134 and BCI Controller Part #A77439. The sole source justification is based on the following: NIST owns and operates a Biomek Fx automated liquid handler instrument with a Span-8 robotic arm and BCI controller that is proprietary to Beckman Coulter. The Complex Microbial Systems Group (CMSG) uses this instrument to provide new measurements, robust protocols and reference materials that will help to establish confidence in evaluations of complex microbial systems. Market research has shown that Beckman Coulter is the sole company who can provide this maintenance plan to NIST due to the proprietary nature of the equipment, replacement parts, maintenance procedures and upgrades. Given these facts, Beckman Coulter is the only source reasonably available to provide the required maintenance plan. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 811219 with a size standard of $20.5 million dollars. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 3:00 pm EST August 3, 2016, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
