- FAR 52.212-3(b) Alt I SYNOPSIS/SOLICITATION MOBILE X-RAY SYSTEM This is a combined synopsis/solicitation ("synopsis" hereafter), which is expected to result in the award of a firm-fixed-price contract for a brand name or equal commercial item Mobile X-Ray System as described under the requirements section of this synopsis/solicitation or accompanying requirements attachment. This synopsis/solicitation is prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only synopsis/solicitation; proposals are being requested and a written solicitation will not be issued. An award, if any, will be made to the responsible Offeror who submits a proposal that: 1. Conforms to the requirements of the synopsis/solicitation. 2. That receives a rating of "Acceptable" on the Technical Capability evaluation factor. 3. That submits the proposal with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is fair and reasonable. Submittal of quotes in response to this synopsis/solicitation constitutes agreement by the Offeror of all terms & conditions contained herein, which will also be the terms & conditions of any resulting contract. It is the Offerors responsibility to be familiar with the applicable clauses and provisions. The Government reserves the right to award without discussions or make no award at all depending upon the quality of proposals received and the price fair and reasonableness of proposals received. Inspection and Acceptance: Both inspection and acceptance will be by the Government at Destination. Performance Requirements: Provide a GE Optima XR220amx Digital Mobile Radiographic System with 30kw generator or Fuji FDR D-EVO II G35 14x17 GOS Wireless Detector (Part #80045500) brand name or equal Mobile X-Ray System. The Mobile X-ray System must be on wheels and include rear wheel drive motors for steering purposes. The unit must come with a workstation and color touch screen for immediate image previews of all x-rays taken. Must also include storage area for detectors, spare batteries and grids. Unit arm must be able to move 360 degrees to access patients lying on an operating table or in a patient bed. To ensure continuity of patient service and care in a classified deployment area, the mobile x-ray unit and all associated consumables, supplies, and accessories must be compatible with the existing, aforementioned GE and Fuji x-ray systems currently in use at the Wright Patterson Air Force Base Medical Center without the need for training or demonstration. The anticipated award is Firm-Fixed Price-Best Value. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
