- Description
- NASA/JSC has a requirement to purchase software and hardware maintenance services for the B & K Pulse Systems used in the Vibration and Acoustic Test Facility. NASA/JSC intends to purchase the item from Bruel & Kjar. The B & K Pulse System is currently in place at the NASA/JSC Vibration and Acoutic Test Facility. This system carries with it a maintenance contract that includes maintenance updates, technical support and annual hardware calibration that expired June 30th. Procuring the maintenance contract ensures regular software updates and availability to technical service support of the Pulse system when problems are encountered. As the designer of the B&K Pulse system, Bruel & Kjar have proprietary knowledge of the Pulse system software, calibration and service, and are therefore solely selected for this requirement. Currently there are no products available which provide compatible Pulse system maintenance services. The Government does not intend to acquire a commercial item using FAR Part 12 Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 3:00 p.m. CST on August 3, 2016. Such capabilities and qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this proposed effort on a full and open competition basis, based on responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
