Description
Authority and Introduction: Under authority of the Federal Acquisition Regulation (FAR) Part 13.106-1(b). The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, with CANBERRA INDUSTRIES, INC., (CANBERRA), 800 RESEARCH PKWY, MERIDEN, CT 06450-7169, as the only capable source that can provide a unique software package which is compatible with the Government's existing system. Correspondingly, based on the foregoing authority under the FAR, the NIST intends to award on a sole source basis. The intended procurement will be classified under North American Industry Classification System (NAICS) 511210-Software Publisher, Business Size Standard: $38.5 Million. Government's Requirements: The Neutron Activation Analysis (NAA) software package shall analyze gamma-ray spectra to identify and quantify the elemental composition of neutron activated samples. Quantification of the elemental composition shall be achieved by comparing the intensity of gamma-ray spectral features from samples of known composition (standards) with samples of unknown composition. The NAA software package shall include appropriate corrections for decay, interferences and other experimental parameters. Additionally, the NAA software package shall be capable of processing gamma-ray spectra stored in Canberra CAM file format and interface with Genie 2000, a pc-based program by Canberra Industries. Sole Source Rationale: Market Research was conducted and CANBERRA was identified as the sole source capable of meeting the Government's Requirements. The Government's existing system provides data in the CANBERRA Industries CAM file format. The Government uses Microsoft Windows PCs and programs that provide CANBERRA Industries CAM and Ametek/Ortec ADCAM file formats. Currently all NAA calculations and all spectral data reduction for use with those NAA calculations are performed using VMS-based software using the CANBERRA Industries CAM file format. A wholly new software suite from another contractor would require reconfiguring detector systems and extensive software validation to ensure that historical data transfers correctly, the NAA software package, from CANBERRA, seamlessly interacts with the Government's existing system. No other appropriate sources were identified, and therefore a sole source solicitation is required with CANBERRA. The NIST is required to constantly and accurately maintain its research and only CANBERRA provides a unique software package for the needed continuity research. Thus, CANBERRA is the sole provider of the unique software package. General Information and Responses to this Notice: This notice of intent is not a request for competitive proposals or quotes and no solicitation document will exist for this requirement. However, companies interested in responding to this notice shall submit technical data, including price and sufficient documentation to determine capabilities and qualifications in meeting or exceeding the Government's Requirements. All statements received by the closing date of this notice will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Companies interested in responding to this notice: 1. May submit their capabilities and qualifications to meet or exceed the Government's requirements, in writing via e-mail, to Mario Gray using e-mail address: mario.gray@nist.gov, with the solicitation number referenced in the subject line of the e-mail. 2. Shall submit their responses by/no later than the closing date of this notice. Oral communications are not acceptable in response to this notice.
