- Sole Source Justification This is a NOTICE OF INTENT TO AWARD A SOLE-SOURCE ORDER and is not a request for competitive proposals. The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service, Northeast Fisheries Science Center has a Scientific Programmer/Satellite Data Analyst requirement intended to be awarded on a sole source basis as firm-fixed price order to John E. O’Reilly, 71 Pleasant Street, North Kingston, RI 02852-5019. The required work is a continuation of existing work to improve and make more computationally efficient existing data processing Interactive Data Language (IDL) code and develop new IDL and Linux programming codes to automate the acquisition and processing of new satellite remote sensing data. Additionally, the Contractor will assist scientists with data processing, model development and statistical analyses in order to conduct research using an extensive archive of satellite Sea Surface Temperature (SST) and satellite ocean color (OC) data to characterize and quantify the seasonal, inter-annual, and decadal variability of phytoplankton of the Northeast United States continental shelf Large Marine Ecosystem (LME). The award will be made using other than full and open competition procedures pursuant to FAR 6.302-1(a)(2)(A), only one responsible source and no other supplies or services will satisfy agency requirements and Simplified Acquisition Procedures in accordance with FAR 13.106-1(b)(2). NEFSC has an ongoing research program to use remotely-sensed data collected by satellites to monitor the spatial, seasonal, inter-annual and decadal variability in sea surface temperature and phytoplankton productivity of the Northeast United States continental shelf Large Marine Ecosystem (LME), and understand how oceanographic variability influences fisheries productivity and the living marine resources within this region. The requirement of this purchase order is for the contractor to have institutional knowledge of the existing IDL processing codes, which consists of more than 4,000 functions and programs. Mr. O’Reilly is uniquely qualified to perform the task of revising and updated the IDL programs because he has almost 20 years of experience programming in IDL and was responsible for designing and writing most of the code used by the Narragansett satellite data processing group. The North American Industry Classification Code (NAICS) for this acquisition is 541712 with a business size standard of 500 employees. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 11:00am, July 28, 2016. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
