- REQUEST FOR INFORMATION (RFI) INTRODUCTION This is a request for information not a request for proposals. The Government is seeking Veteran-Owned Small Business (VOSB) and Service-Disabled Veteran-Owned Small Business (SDVOSB) responses only on their ability to perform the Performance Work Statement (PWS). This request is solely for the purpose of conducting market research to enhance the VA's understanding of VOSB and SDVOSB capabilities. All information received in response to this request that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. BACKGROUND The Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Office of Transition and Economic Impact (TEI) is seeking contractor services for support of the Military's Transition Assistance Program (TAP). TEI requires support with advancing the ongoing implementation; sustainment and enhancement of TAP to ensure Servicemembers and their families have the necessary tools and information to seamlessly transition into civilian life. Each day Servicemembers make the transition from the military to civilian life. To aid in that transition, in August 2011, President Obama directed the Department of Defense (DoD) and VA to lead a task force with the White House economic and domestic policy teams and other agencies to develop the first major redesign of TAP. At the direction of the President, the purpose of the redesigned TAP is to develop a new training and service delivery model to allow a Servicemember, which includes Active, Reserve, and Guard, regardless of their branch of Service, to depart "career ready". In addition to the Presidential Task Force efforts, Congress passed the Veterans Opportunity to Work to Hire Heroes Act (VOW Act 2011) which mandates all Servicemembers who are separating, retiring, or being released from a period of 180 days or more of continuous Active Duty must complete all mandatory requirements of the VOW Act, which includes pre-separation counseling to develop an Individual Transition Plan (ITP) with DoD and identify their career planning needs; attend the VA Benefits Briefings I and II to understand what VA benefits the Servicemember earned, how to apply for them, and leverage them for a positive economic outcome; and attend the Department of Labor Employment Workshop (DOLEW), which focuses on the mechanics of resume writing, networking, job search skills, interview skills, and labor market research. To support the development of VA TAP career readiness programs, the Veterans Benefits Administration (VBA) TEI requires the assistance of subject matter experts (SMEs) with extensive experience in the development and implementation of education, skills and career training for transitioning employees. TEI requires a team that is capable of supporting and improving an existing model for transitioning Servicemembers, Veterans, and their families from the military to a productive civilian life. PURPOSE The purpose of this contract is to provide TEI with support services to address VOW Act requirements, support continuous implementation of the interagency Veterans Employment Initiative (VEI) Task Force recommendations, the Transition Goals, Plans, Success (GPS) curriculum, Capstone events and the Military Life Cycle (MLC) model. CONTRACT TYPE The contract type will be a hybrid contract type, a Firm-Fixed Price (FFP) and Time and Material, covering a 5 year period of performance, inclusive of options. NAICS The North American Industry Classification System (NAICS) code(s) for this requirement is 541612, Human Resources Consulting Services. Submittals furnished will not be returned to the sender. No debriefs will be conducted. Eligibility in participating in a future acquisition does not depend upon a response to this notice. VA will use the information submitted in response to this notice at its discretion and will not provide comments to any submission; however, VA reserves the right to contact any respondent to this notice for the sole purpose of enhancing VBA's understanding of the notice submission. The content of any responses to this notice may be reflected in subsequent solicitation(s), except for content marked or designated as proprietary which will be fully protected from release outside the government. Timeline Vendor comments and questions are due no later than 9:30 A.M. EST July 29, 2016, to Ms. Tara Flores at Tara.Flores@va.gov, or Ms. Caitlin Palmer at caitlin.palmer@va.gov. Content Please note: TAP is a very large, complex worldwide multi-million dollar requirement with services provided worldwide in over 200 locations (See attachment 7). This will be a single contract award. Please only submit a capability statement if the requirement at VAAR 852.219-10 can be met. VAAR 852.219-10 requires a certified SDVOSB/VOSB complete 50% of the cost of the work. Please also address the following items in your response: 1.)Your company's capability of fulfilling this requirement as it is described. Please be specific regarding the type of expertise that your firm offers and its components, the capacity your firm has to support the requested services identified in the draft PWS, and any other details pertinent to helping the VA fully understand the market landscape. 2.)Provide brief narratives on your experience with similar efforts. Describe scope and similarities/differences as pertinent as well as size and complexity. The contractor must show they can be determined financially responsible to handle the scope of this contract. 3.)The Government anticipates awarding this requirement as a hybrid firm-fixed price time and materials (T&M) contract vehicle. Please identify your firms ability to propose on this acquisition on a firm- fixed price/T&M basis. In addition, explain your firms ability and experience in managing T&M Contracts. 4.)Based upon your initial review of the project, please indicate a rough price estimate for the entire 5 years. Prices submitted are estimates to determine the firms understanding of the level of effort involved. 5.)Provide name of company, company address, a contact person's name, telephone number, and email address. 6.)DUNS number, and indicate if actively registered on System for Award Management (SAM), VetBiz, and Contractual vehicles the company holds, such as GSA schedules 7.)Socio-economic Status & NAICS Code: Service-Disabled Veteran-Owned Small Business or Veteran-Owned Small Business.
