- Sources Sought Sole Source Justification: YSI INCORPORATED The Atlantic Oceanographic and Meteorological Laboratory's (AOML) Ecosystem Assessment and Modeling group located in Miami, FL intends to purchase one (1) YSI EXO2 Sonde, with 6 Sensor Ports equipped with a EXO Conductivity/Temperature Sensor, EXO Optical DO Sensor, and a EXO Total Algae - PC Sensor from YSI Incorporated located in Yellow Springs, OH. YSI Incorporated has been identified as the only company that can provide the supplies needed that also meets the Government's intended use. AOML's Modeling group is requesting one (1) of each of the following seven items: *599502-01 EXO2 Sonde, *599150 EXO Handheld Display
 *599870 EXO Conductivity/Temperature Sensor, Ti *599100-01 EXO Optical Dissolved Oxygen Sensor, Ti *599101-01 EXO Turbidity Smart Sensor, Ti *599102-01 EXO Total Algae - PC Sensor, Ti *599040-4 EXO 4-m Field Cable The items listed above are essential to the successful completion of AOML's field projects. It will be most advantageous to the Government to contract with YSI to provide the needed supplies. There are several reasons to justify this position. The requested supplies will be used to support a number of water quality and habitat monitoring projects. The sensors have a unique design that reduces calibration time and materials. They are extremely durable due to the titanium-welded case. These measurements are imperative and provide necessary data in order to examine the relationship between water quality parameters and the ecosystem. This instrument will provide valuable insight for everglades restoration plans, and for comprehensive management strategies. This instrument is a sonde that is deployed into the water on a 10 m cable with a handheld interface. The requested items meet all of AOML's technical requirements. The YSI EXO2 Sonde is a unique, state-of-the-art water quality platform that is designed for use in a wide variety of natural environments. The EXO2 is a single, multi-parameter instrument that accommodates a CTD plus 3-5 additional sensors, specifically phycocyanin, which is unique to this instrument and has not been provided by any other manufacturer. The EXO2 sonde features a unique and flexible sensor payload. The system is also designed for field personnel to be able to perform maintenance and change sensors without needing to send them back to the OEM. Additional features are its anti-fowling technology which includes a wiper arm to remove biological deposits on sensors along with copper sleeves and tape which are more ecologically safer than previous chemical / poisonous technologies. The combination of both active anti-fouling technology (wiper arm) and passive anti-fouling (copper sleeves and tape) along with highly stable and accurate electronic sensors that are extremely resilient and durable in titanium-welded cases allow provide the ideal technology for these measurements in the field. The EXO2 also has a built in Bluetooth and GPS to log its own coordinates and allow for rapid and wireless transmission of real-time data without the need to interface with an external GPS. Technical Specifications: * Handheld Display- Log real-time data, calibrate sensors, set-up sondes for deployment, and transfer water quality data to a PC. Waterproof IP-67 display, impact-resistant case and wet-mate connector; Rechargeable lithium-ion battery pack provides ~48 hours if powering the handheld only and ~20 hours if powering the handheld, sonde and four sensors; battery recharge time is ~9 hours with the AC power adapter. > 100,000 data sets with single point or continuous logging; English language and touchable keypad. Contains interface software that will be used to integrate the following via cable or Bluetooth: *Sonde, Depth/ pressure rated to 10 meter Depth with temperatures of -5 to +50c; 6 Sensor Ports, 1 Wiper Port -High-accuracy sensors with on-board memory, Wireless communications, Seamless integration into marine, estuarine, freshwater and ground water monitoring systems and other YSI equipment; High-impact plastic and titanium resists breaking in oceanic environments; Built-in antifouling systems protect data integrity while equipment is deployed and sampling; Depending on system configuration has a 90 day battery life; *Conductivity/Temperature Sensor,- Compatible with any EXO sonde- Incorporates wet-mate connector and welded titanium housing. Used for sampling and profiling applications. Onboard memory for processing data, calibrating, and configuration; 0 to 200 mS/cm measurement range; ±0.5% of reading or 0.001 mS/cm accuracy from 0 to 100 * Optical Dissolved Oxygen Sensor- Compatible with any EXO sonde- User replaceable sensor cap, wet-mate connector and welded titanium housing; 0 to 50 mg/L measurement range; T63<5 sec response time ; ±0.1 mg/L or 1% of reading accuracy from 0 to 20 mg/L; Onboard memory for processing data, calibrating, and configuration; * Turbidity Smart Sensor, - Compatible with any EXO sonde- Wide range Sensor measures from 0-4000 formazin nephelometric units (FNU), has a T63<2 sec response time & 0.3 FNU or ±2% of reading accuracy from 0 to 999 FNU- Incorporates wet-mate connector, and welded titanium housing; *Total Algae - PC Sensor, - Optimized for freshwater use - Phycocyanin- Includes chlorophyll and blue green algae sensors in a single dual channel Sensor; Onboard memory for processing data, calibrating, and configuration; operates at temperatures -5 to +50c; waterproof *4-m Field Cable- Connects sonde to Handheld Display or USB adaptor- wet mate connectors and strain relief YSI Incorporated is the only known source that can provide the items that are required in order for AOML to successfully complete their mission. The intended procurement is for aforementioned items which the Government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisitions Procedures. The Government intends to solicit and negotiate with the only known source (YSI Inc..) under the authority of FAR 13.106-1(b). However, all proposals received prior to the close of this notice will be considered by the Government. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue a purchase order to YSI Inc., whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to provide the needed supplies. Interested firms should submit its name, address, point of contact, telephone number, and a brief statement regarding its capability to provide the specified supplies that provide the same fit, form and function as the ones specified above. Any responses that provide for supplies other than those specified must be accompanied by descriptive literature and show they meet the same form, fit and function. Also include the name, telephone number, and point of contact for businesses or other Government agencies to which it has previously provided the supplies.
