U.S. Immigration and Customs Enforcement (ICE) intends to issue a solicitation for Transportation Services. The requirement provides for detention/transportation services primarily for the San Antonio Field Office. This work involves the management, transportation, and the escort of immigrants in a secure manner. The Contractor shall provide all transportation services as required to transport detainees securely to locations as directed by designated ICE official in accordance with the Performance Based National Detention Standards (PBNDS) 2011, ICE Family Residential Standards, and all Federal and State Laws and Regulations. The Contractor shall provide on demand, armed stationary detention services by request of the ICE-designated official 24 hours a day, 7 days per week, including holidays as specified by the Government. All officers must be armed and meet federal and state requirements. ICE plans to require contractors to provide an Oral Presentation and Operational Capability Demonstration (OCD). The contractor shall perform an Operational Capability Demonstration (OCD), of a secure computer system that can be accessible by multiple Government users simultaneously with the ability to acknowledge receipt of Government Transportation Service Requests (G-391), display all scheduled routes, and track real time status of ongoing missions, and create reports of the data that is found in the Service Requests. The contractor must show how this system is able to identify the deviations from the Transportation Request in real time and how it will identify this deviation to the Government. The contractor shall demonstrate how this system will be able to complete monthly discrepancy reports, and how it is able to store all data found in the Government Transportation Service Request (G-391). FAR 4.11 System for Award Management requires that all prospective contractors doing business with the Department of Homeland Security be registered in the System for Award Management (SAM). SAM may be accessed at http://www.sam.gov/. Offerors must have a DUNs Number or have the ability to obtain one prior to proposal submittal. The entire solicitation will be issued electronically at the Federal Business Opportunities (FedBizOpps) website: https://www.fbo.gov/. Paper copies will not be available. The solicitation, attachments, and specifications will only be available by downloading the documents from the FedBizOpps website. All prospective offerors are responsible for obtaining the solicitation, any amendments or any other information from the FedBizOpps website. It is therefore the offeror's responsibility to check the website for any posted changes to the solicitation. The projected solicitation issue date is August 8, 2016. Please note that the issue date of the solicitation is estimated and may be changed without notice. When issued, the solicitation will specify the actual date and time for proposal receipt as well as a due date for the submission of any questions related to this effort. The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ), intends to award a Firm Fixed Price Requirements Contract for this effort using FAR Part 15 procedures. The contract will include a three (3) year base period and two (2) one-year option periods. The anticipated award date is TBD. Set-aside Status. Not set-aside.
