Description
The 48th Contracting Squadron, RAF Lakenheath, United Kingdom, is seeking sources from the industry capable of satisfying the requirement for meter-less mailing system that can create postage for both United States Postal Services and British Royal Mail. SOURCES SOUGHT NOTICE : The 48th Contracting Squadron, RAF Lakenheath, United Kingdom, is seeking sources from the industry capable of satisfying the requirement for meter-less mailing system that can create postage for both United States Postal Services and British Royal Mail. The Government is seeking qualified and experienced sources interested in the requirement described in Section 3 of this notice. 1. NOTES OF IMPORTANCE: 1. A solicitation does not exist for this requirement. This is only a sources sought notice, so please do not submit proposals. The government does not intend to award a contract on the basis of this notice. 2. If the government decides to pursue a solicitation, portions of your sources sought notice response may be incorporated into the final solicitation. The final specifications of the items being purchased will be included in the solicitation. Respondents are discouraged from submitting any information deemed competition-sensitive or proprietary. 3. Respondents will not be reimbursed for any costs incurred in responding to this notice. Information submitted will not be returned to the respective respondents. 4. Oral submissions of information will not be considered in response to this notice 2. GENERAL INFORMATION: To assist the government in developing an acquisition strategy and defining the requirement, please provide the following information: 1. Company's full name, business size, address, point of contact and telephone number. Please address the following regarding your capabilities in meeting this requirement: 1. Can your company provide mailing solution described below? Please answer yes or no, if your company is capable of fulfilling this requirement. 2. As a part of this RFI, the government would like to obtain the standard lead time for the delivery and installation of the products. Please provide the specified time period it will take your company to deliver and install the required items. Delivery time may be expressed in terms of "days after contract award". 3. E-mail responses to this request for information are preferred and should be sent to: Marta Krawczyk (Contract Specialist) at marta.krawczyk.pl@us.af.mil or TSgt Eric Schaffstein (Contracting Officer) at eric.schaffstein@us.af.mil the due date and time for responses to this RFI is at 4:30 pm Central Standard Time on 19 July 2016. 3. DESCRIPTION OF THE REQUIREMENT: 1. 48th Contracting Squadron has a requirement for one (1) meter-less mailing system, that utilizes online account and billing and can create postage for both United States Postal Service (USPS) and British Royal Mail. Two separate postage mailing systems (one for UK and one for US) might be considered technically acceptable, however one system is preferred. All postal updates from USPS and the British Royal Mail must be incorporated into the postage mailing system via WLAN to ensure accurate postage for either service is provided at all times. The postage mailing system must comply with both USPS and British Royal Mail rules, laws, and regulations for operation of Postal Services. 2. The vendor must provide all materials, labor, and other incidentals necessary to meet this requirements. All materials provided must be new and not refurbished. 3. The vendor must ensure the postage mailing system is capable of producing weekly, quarterly, and annual expenditure reports, in accordance with current commercial standards and practices as well as online billing. Postage expenditure tracking must be identifiable for, at a minimum, 50 separate unit accounts that draw from a single prefunded account. 4. The minimum salient characteristics for the postage mailing system are listed below. Connectivity: Wireless LAN Peripheral hardware: Barcode scanner Speed: Auto feeding capability, process 60 pieces per minute weighing and applying postage/120 pieces per minute without weighing when applying postage Envelope processing: Thickness: Feed and seal up to 5/8" Media size: 3 ½" x 5" up to 10" x 14", Envelope flap depth: min. 1", max. 3 7/8" Weighing:.5 Oz to 70lbs Postage accounting : Minimum tracking of 50 accounts Electrical: 100-240 VAC 50/60 Hz Software: Include required software
