- JEFO DE-DT0001391 MOD 0109 The Office of Information Management and Chief Information Officer (NA-IM) of the U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA) plans to contract for additional Office of Chief Information Officer (OCIO) Information & Technology Cyber Security Support Services by using an exception to fair opportunity. The contracting activity is the NNSA Non-M&O Contracting Operations Division, Services Acquisition Branch, Headquarters Program Section (NA-APM-124.1). This acquisition action is to modify Metrica Team Venture's Task Order GS-06F-0640Z/DE-DT0001391 to extend the period of performance for six months, from June 30, 2016 to December 31, 2016, inclusive of a four-month base period and two, one-month option periods. Task Order DE-DT0001391 was awarded to Metrica Team Venture (MTV), 100 N E Loop 410, Suite 520, San Antonio, TX 78216, for NA-IM, on April 30, 2010, pursuant to a fair opportunity competition under the General Services Administration's (GSA) Alliant Small Business (ASB) Government-Wide Acquisition Contract (GWAC), which was open to all awardees under the ASB GWAC. Task Order DE-DT0001391 was awarded for a five year period of performance from April 30, 2010 - April 29, 2015 inclusive of one two-year base period, one one-year option period, and one two-year option period. The Firm Fixed Price task order has a current ceiling price of $122,044,593.73. On April 23, 2015, the Task Order was extended for three months to July 31, 2015. On June 26, 2015, the Task Order was extended for an additional three months to October 31, 2015. The two three-month extensions were required in order for the agency to resolve a protest that an unsuccessful vendor filed in response to the award of the IT Infrastructure and Cyber Security (IICS) Blanket Purchase Agreement (BPA). The protest pushed back the timeline for the award of the follow-on Task Orders under the BPA. On November 2, 2015, DE-DT0001391 Modification 0099 extended the period of performance for an additional six months, to April 30, 2016. NNSA awarded the follow-on Task Order for information technology support services on January 14, 2016. Subsequently, NNSA received a U.S. Government Accountability Office (GAO) protest related to the award of the follow-on task order; therefore, on April 29, 2016, Modification 0107 extended the Task Order for an additional two months, to June 30, 2016 to allow time to receive GAO's decision. On May 2, 2016 the GAO sustained the protest of the follow-on task order; therefore, NNSA will issue a new Request for Quotation (RFQ) for information technology support services. Due to the sustained protest of the information technology support services follow-on task order, NNSA is extending DE-DT0001391 to allow time to award a follow-on action.
