Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. THIS IS A BRAND NAME OR EQUIVALENT REQUIREMENT (ii) Solicitation Number: FA9302-16-M-K047 This solicitation is issued as a request for quote (RFQ) (iii) This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-88 and DPN 20160630. (iv) This requirement is set-aside 100% for small businesses. Small Business Size Standard: (a) NAICS: 335912 (b) NR OF EMPLOYEES: 1000 (v) CLIN Nomenclature and QTY CLIN 0001 - DC LOAD BANK - QTY 1 (vi) Description of items to be acquired LOAD BANK SPECIFICATIONS LOAD BANK SPECIFICATIONS • One (1) each portable load bank, model L-270 • Description: Unit is designed to provide a temporary load for field servicing and testing 270 volt DC power supplies. This load bank is air cooled and completely self-contained. The load is adjustable from 0 to 72KW in eight steps starting at 9KW. The load bank will operate continuously at the full load. • Dimensions: o Length - 22" o Width - 8" o Height - 11" o Weight - 38lbs • Features: o Load steps: 0-72KW in 9KW steps o Plug test pins for connecting test leads o 270VDC aircraft receptacle o Meter: 0-300VDC voltmeter, 0-200 ammeter o Power indicator lights o Folding top handle o Thermal protection o Carrying case (vii) Period of Performance and Place Delivery of the Liebert Chilled Water Units is to be completed within 8 weeks After Received of Order (ARO). Provide Cage code when submitting Bid (ix) 52.212-2 -- Evaluation -- Commercial Items. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical capability of the item offered to meet the Government requirement; (ii) Price; (b) Evaluation is on Lowest Price Technically Acceptable (LPTA) basis. All offers will be evaluated on their proposed Total Price. The contract will be awarded to the company with lowest price, which also fully meets all specifications. Only the lowest priced proposal will be evaluated for technical acceptability (to be based on the specifications). The next lowest offer will only be evaluated if the aforementioned offer is not found technically acceptable (and so on). Only one award will be made under this solicitation. Award will be conducted under the provisions of FAR Part 12, Commercial Items, and FAR 13, Simplified Acquisition Procedures. Submit only written offers; oral offers will not be accepted.
