- Request for Information (RFI) for an Aircraft Enclosure Structural Support System General Information Document Type: Request for Information Solicitation Number: PANAPG-16-P-0000-077451C Posted Date: July 13, 2016 Response Date: August 5, 2016 NAICS Code: 2362 Contracting Office Address ACC-APG, Natick Contracting Division 1 General Greene Ave. Natick MA 01760 Description THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This is not a Request for Quotation (RFQ), Request for Proposal (RFP) or an Invitation for Bid (IFB). It is a market research tool being used to determine the availability and adequacy of potential sources for planning purposes only. Responses to this notice will not be considered as offers and will not be accepted to form a binding contract. The costs of preparing and submitting responses to this RFI will not be reimbursed by the Government. The Joint Program Executive Office for Chemical Biological Defense (JPEO-CBD), Joint Project Manager for Protection (JPM P) is seeking to obtain a better knowledge and understanding of industry capabilities regarding structural support systems development and fabrication. Specific information is sought on industry solutions that are capable of creating a self-supporting, temporary and transportable structural frame capable of enclosing a C-130J-30 (Stretch) aircraft. The intent of the structure is to house decontamination operations on the aircraft using hot and humid air. As such, it would need to withstand normal environmental conditions to include rain, snow loads and winds up to 140 mph as well as withstand internal temperatures of 170 (+/-5) degrees Fahrenheit with 90% (+/- 5%) humidity for up to two week periods at a time. Such a structure would need to be capable of repeated assembly and disassembly. The structure will also be required to support the weight of an attached, insulated enclosure. The structure to be sealed is capable of enclosing a C-130J-30 (Stretch) aircraft (the aircraft is 38 feet, 10 inches high; 112 feet, 9 inches long; a wingspan of 132 feet, 7 inches with a height of 15 feet, 11 inches at the wingtips; a 5-foot clearance buffer around the perimeter of the aircraft is also required). The structure will be built upon a concrete pad. For the purposes of this RFI, responses should include as much of the following information available: • Capability statements that speaks to relevant past experience(s) in this mission area • Profile of the vendor, including whether the organization is considered large or small business and is a minority, woman-owned, veteran owned, or native-American owned business • Expectations of how long assembly and disassembly of such a system would require • Expectations of weight and volume, packaged for storage and shipment • Estimates of system fabrication cost and if savings could be realized for multiple systems, if so how many systems would be required for savings • Whether special tool sets would be required for assembly and disassembly This RFI is issued solely for gathering information and does not constitute a solicitation or the issuance thereof. All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to the RFI will become Government property and will not be returned. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. The information in this RFI is subject to change and is not binding to the Government. The Government has not made a commitment to procure any of the RFI requirements discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. Interested parties should submit information specific to the RFI no later than August 5, 2016 directly to the Joint Biological Agent Decontamination System Product Manager - Lt Col William Holl, 2800 Bush River Road, Aberdeen Proving Ground, Maryland 21010. No telephonic responses will be considered. This RFI relates to a component of Solicitation Number PANAPG-16-P-0000-077451.
