- Attachment 3 - Past Performance Questionnaire Attachment 2 - Evaluation Factors for Award Attachment 1 - Instructions to Offerors Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This requirement is a 100% small business set-aside under NAICS Code 334220 - Computer and Electronic Product Manufacturing. The Product Classification Code is AC67 - Electronics/Communication Equipment. The Government reserves the right to award without discussions. The Naval Research Lab (NRL) in Washington, DC, intends to negotiate a firm, fixed-price contract for the acquisition of materials listed below. This combined synopsis/solicitation, N00173-16-R-DH01, is issued as a Request for Proposal (RFP). The associated small business size standard is 1,250 employees. The Naval Research Laboratory (NRL) requires a Software Defined Radio (SDR) Test Bed along with the necessary engineering support equipment required to allow our engineers to evaluate how the algorithms implemented on the SDR would behave in a given deployment environment prior to field tests. The SDR Test Bed includes software defined radios, channel emulator, RF shielded enclosures to house the SDRs, racks to mount the equipment in, and RF cables required to connect the SDRs to the channel emulator. Requirement include engineering, system development, technical documentation, delivery, setup and training of the entire system.
