- 1 Year software maintenance contract for Virtual Lab Special Notice The Naval Surface Warfare Center Carderock Division (NSWCCD) hereby gives notice of intent to award a Sole Source Firm Fixed Price Commercial contract under the authority of FAR Part 6.302-1(b)(1)(ii) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements", to Siemens Government Technologies, Inc., 2231 Crystal Drive Ste 700 Arlington VA, 22202 for: •1. 1 year software maintenance contract for Virtual Lab from LMS International sold by Siemens Government Technologies Inc. The basis for restricting competition is for the following reasons: LMS Virtual Lab is a unique purpose solver for finite element analysis (FEA) The purpose is to accurately predict how Navy designs and components will behave in their intended environments without having to build and test multiple physical prototypes. The software performs fluid loaded dynamic response calculations and must be compatible with existing, in house pre and post processing software such as IDEAS and NASTRAN. LMS Virtual Lab had been used in the analysis of components/parts for the Virginia and Ohio replacement class boats for over 5 years. Navy programs require the need to access the existing Virtual Lab proprietary databases. This notice of intent is NOT a request for proposals or quotations. No solicitation documents are available and requests for copies of a solicitation in response to this notice will not be honored or acknowledged. No contract will be awarded on the basis of offers received in response to this notice. A determination not to compete this proposed contract based on this notice is within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-84 dated September 3, 2015 and DFARS Change Notice 20160607. This acquisition will be processed under Simplified Acquisition Procedures (SAP). The associated North American Industry Classification System (NAICS) Code for the proposed contract action is 511210, which has a business size standard of $38.5 mil. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 25, July, 2016. This notice of intent is NOT a request for competitive proposals. However, all responses received by 25, July, 2016, will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
