Description
This is a non-personal services contract to provide continued execution of Modesto Groundwater Superfund Site, Remedial Action Support (RA) located in Modesto, California. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the primary contractor who, in turn is responsible to the Government5.2 Task 1- Groundwater Sampling and Analysis The contractor shall perform groundwater sampling and analysis at 49 monitoring wells and two (2) extraction wells quarterly. The basic requirement in this PWS is two (2) quarterly events. Additional events may be provided as optional items (Section 5.5). The results of the sampling shall be reported to USACE and EPA in the Quarterly Operation and Monitoring Reports as elaborated below. The distribution and schedule of the reports is specified in Section titled Technical Exhibit 2 below. Sample collection methods and analytical methods shall be in accordance with the project SAP. The Quarterly report shall include at a minimum: a. Introduction b. Site Map c. Description of groundwater, soil vapor, and indoor air sampling activities d. Treatment system data collection activities e. Sample results in summary data tables and posted on figures f. Data quality review g. Discussion of results and recommendations h. Compilation of inspection, maintenance, change-outs, and repair activities i. System performance j. Modifications to operation k. Data trend charts l. Copies of inspection logs m. Contaminant plume delineation n. Capture Zone analysis o. Evaluation of monitoring and performance data p. Evaluation of remediation progress These reports will be reviewed by the Government project team, and comments will be provided. The Contractor shall be required to address comments by providing improvements in the next quarterly report, or by providing correction pages and insert pages for the current report. 5.3 Task 2- Interim Soil Remedy System Maintenance and Monitoring The Contractor shall operate, maintain, and monitor the interim soil remedy in accordance with the procedures specified in the O&M Manual. Weekly site visits to inspect the equipment, log the operating parameters and perform routine maintenance tasks is the on-site requirement for the long-term operation. Costs for this task shall be invoiced monthly. Activities included in operation and maintenance shall include, but not be limited to: Task 2a: Operation and Maintenance- This sub-task includes six (6) months (January through June 2017) of the routine field work and management activities associated with operating and maintaining the SVES in accordance with the O&M Manual. All costs for utilities (including sub-slab depressurization power), repairs, parts and supplies shall be included in this item as long as the cost is below $1,000. Repair actions over $1,000 shall require the Contracting Officers approval in the form of a contract modification. Task 2b: Vapor Sampling and Analysis- The Contractor shall perform vapor sampling & analyses at nine vapor monitoring wells and three extraction wells in two quarterly events in January through June 2016. The results of the sampling shall be reported to USACE and EPA in the Quarterly Operation and Monitoring Reports. In addition to the vapor monitoring wells, treatment system sampling requirements included under this task include monthly samples of the system influent and effluent. Sample collection methods and analytical methods shall be in accordance with the project SAP. Concurrent with the sample collection effort, vacuum readings shall be collected at all sampling locations, and flow measurements shall be collected at all active SVE wells and the treatment system. 5.4 Optional Tasks: The following optional tasks provide for additional quantities of tasks that are currently scoped under this task order. The optional quantities will extend contract performance through the second SATOC contract year (02 July, 2017). In addition, an option to provide one SVE system carbon change-out is provided. This option was also provided under task order 001. These optional items will be awarded through a modification of this task order initiated by the contracting officer prior to expiration of the basic tasks. 5.4.1 Option 1- Additional Groundwater Sampling and Analysis This option provides for two (2) additional quarterly events of groundwater monitoring as specified in Task 1. 5.4.2 Option 2- Interim Soil Remedy System Operation and Maintenance This option provides for six (6) additional months of soil vapor extraction as specified in Task 2a. 5.4.3 Option 3- Interim Soil Remedy System, Vapor Sampling and Analysis This option provides for two (2) additional quarterly events of groundwater monitoring as specified in Task 2b. 5.4.4 Option 4- SVE System Carbon Change-Out The Contractor shall perform one change-out of spent vapor phase carbon in the SVE system. The costs shall be priced assuming disposal costs at the lowest hazard level. For carbon change-outs, the low hazard level is non RCRA hazardous and insignificant radiation to require special disposal. The work included in the subtask includes materials, delivery, change-out, waste profiling, disposal, and all management activities associated with the sub-task. Invoices from media vendors, haulers, and disposal facilities shall be attached as appropriate to the monthly invoice to document completion of the change-out and receive payment.
