This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is 16-Q-A001 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88. The associated North American Industrial Classification System (NAICS) code for this procurement is 334310 with a small business size standard of 750.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2016-07-19 15:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be JBLM, WA 98438 The MICC Joint Base Lewis McChord requires the following items, Meet or Exceed, to the following: LI 001: Universal HD video scaler and deinterlacer. Input Signal Types: HDMI, DVI, Display Port Multimode, RGB, component, S-Video, composite. Output Signal Types: HDMI, DVI. Formats: HDMI, DVI, HDCP content protection support, RGBHV/RGBS/RGsB up to UXGA/WUXGA, HD video up to 1080p60, NTSC or PAL. Must be able to interface with all listed equipment. All ancillary hardware shall be included., 7, EA; LI 002: 109" electric motorized roll down screen. Must include durable casing that installs to wall or recessed within ceiling. Must include remote and must include wall mountable switch. All ancillary hardware shall be included., 1, EA; LI 003: 100" electric motorized roll down screen. Must include durable casing that installs to wall or recessed within ceiling. Must include remote and must include wall mountable switch. All ancillary hardware shall be included., 1, EA; LI 004: Wall mount for 70" TV. Mount needs to be capable of extending and pivoting from the wall and be able to support a TV weighing up to 100lbs. All ancillary hardware shall be included., 4, EA; LI 005: Presentation Podium/Lectern. The standing podium work surface shall have a slanted top and be large enough to accommodate a guest laptop. The standing podium shall have concealed storage area and adjustable shelf configuration. All ancillary hardware shall be included., 2, EA; LI 006: Consumer-grade, 70? 1080P LED TV. Must provide HD AV signal routing over multiple wire or fiber and integrate video, audio, networking, and control over one wire or fiber strand. Must be able to interface with all listed equipment. All ancillary hardware shall be included., 2, EA; LI 012: Wall plate digital media switcher / transmitter. Must have front-panel input select button accessibility for auto-switching, auto-detecting multi-format digital/analog inputs. Must be able to interface with all listed equipment. All ancillary hardware shall be included., 6, EA; LI 013: Room media controller processor; shall provide multi-threaded/multitasking for 2-way device control and monitoring. All ancillary hardware shall be included., 2, EA; LI 014: Room media control system with ethernet to serial interface module; must be able to control and/or monitor video projectors, display devices, and/or routers over an IP network. All ancillary hardware shall be included., 2, EA; LI 016: Video projector capable of projecting digital presentations and videos with 3500+ lumen. WXGA projector shall be capable of being ceiling mounted within grid ceiling with projected image displayed up to 100" diameter image. All ancillary hardware shall be included., 2, EA; LI 017: HDMI splitter with capabilities for audio embedding and de-embedding. Must be able to share one HDMI signal between two display devices. Must be able to support multimedia computer / video devices up to 1080P. Must be able to handle multiple surround sound formats. All ancillary hardware shall be included., 1, EA; LI 018: AV System - Installation. // The contractor shall install all AV equipment in accordance with the Statement of Work (SOW). The Contractor shall provide all personnel, support equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide the installation of stated equipment listed in the Statement of Work (SOW). Contractor shall be prepared to relocate several Government provided items of equipment as outlined within the Statement Of Work., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC Joint Base Lewis McChord intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC Joint Base Lewis McChord is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. In the event the Contractor or contractor employee effects any such change at the direction of any person other than the KO, the change will be considered to have been without authority, and no adjustment will be made in the price of any subsequently awarded contract under the Changes clause or any other clause to cover any increase in costs incurred as a result thereof. If the lowest priced quote is reasonably priced and technically acceptable and the vendor has acceptable or neutral past performance, the Government intends to make an award to that vendor and no other quote will be evaluated. If the lowest priced offer is not technically acceptable, the vendor does not have acceptable or neutral past performance, or both, then the Government will evaluate the second lowest priced quote for technical acceptability and acceptable or neutral past performance. This method will continue until the lowest priced, technically acceptable quote, by a vendor with acceptable or neutral past performance, is determined.
