- Multiple IDIQ, Specification FA5209-16-R-0009, Solicitation DD1701 OF-17 Solicitation Issue. 12 Jul 2016 The Contractor shall provide all parts, labor, materials, tools and equipment, transportation, supervision and all operations identified in the specifications and the drawings for Interior/Exterior Finish (IDIQ) at Yokota Air Base & Off-Base Sites, Japan. The following scope of work is expressed in general terms and in no way limits the Contractor's responsibility. Perform all work indicated in specifications or accompanying drawings, which will be included in the solicitation package. The contractor is required to provide a complete and usable facility within the terms and conditions of this contract. The scope of work for this project includes but is not limited to: Interior/Exterior Finish (IDIQ), Basic contract includes paint work for interior & exterior such as wall/floor/ceiling & associated work for all eligible facilities at Yokota Air Base and Off-Base Sites. Furnish all parts, labor, materials, tools and equipment, transportation, supervision and all operations identified in these specifications. Additionally, This (IDIQ) includes lead base paint abatement to meet DOD Japan Environmental Governing Standards (JEGS), Dec 2012. These works are required to support the 374 Support Group Base Civil Engineering (BCE) activities headquartered at Yokota Air Base, Japan. Individual task order/ jobs will vary in size & scope. All jobs will be comprised of bid schedule line items which include: 1. Floor: coatings, surfacing, graphics, lines, for floor surfaces. 2. Structure: painting/coating for framing, structural framing, towers, water tanks for a variety of surfaces. 3. Wall: surface preparation, paint, graphics, for a variety of wall surfaces. 4. Ceiling: Surface preparation, paint, for a variety of ceiling surfaces. 5. Protection: Includes all pre-abatement activities to seal the facility or abatement for lead paint area. 6. Demolition: Demolition includes the actual lead base paint and asbestos abatement activity. Asbestos bulk sampling & analysis. 7. Disposal: Disposal includes the actual trash involved in the demolition/abatement. DESCRIPTION OF WORK 1. Multiple-Award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for execution of a broad range of interior/exterior painting work wherein work will be accomplished through issuance of task order(s) on DD Form 1155. The awardees (contractors) shall provide supervision, labor, equipment, and materials necessary to accomplish individual construction tasks, along with specific work at the U.S. Government facilities in Yokota Air Base, Japan, and its associated sites, in accordance with the Statement of Work, Specifications, Drawings and/or sketches called for by each individual task order. The contract will include no pre-established fixed contract prices, and the work will be required in each individual task order on a firm-fixed price basis. The contract will be effective for one-year basic year, with four (4) one-year options that may be exercised at the discretion of the Government. 2. The Contracts will be effective for one-year basic year, with four (4) one-year options that may be exercised at the discretion of the Government, with a guaranteed minimum amount of $2,462.45 (¥300,000: FY16 exchange rate ¥121.8300/$1.00) and maximum limit of $7,500,000.00 for the entire life of the contract. Upon award of the contract, a task order for the guaranteed minimum amount of $2,462.45 (¥300,000) will be placed to the contractor/s as a record of obligation. Thereafter, should the Contractor receive a new task order for an actual construction work, the previously paid minimum guarantee amount will be deducted from the overall price of the new task order. The Government will not be committed to place task order(s) up to the maximum limit of the contract during the life of the contract. The site visit is scheduled on 20 Jul 16 at 1400 hours, JST. If you need to attend the site visit, please make an appointment with the POC and come to the Gate 5 (Supply Gate) by 1300 - 1330 hours to obtain permission. You must bring the proper identification (valid passport or driver's license with 8 digits password). For the vehicle pass, please make sure you bring the proper original insurance documents. Failure to provide the proper documentation may cause you won't be able to enter the base.
