Description

This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number VA119A-16-Q-0209 is issued for this combined synopsis/solicitation; this solicitation is being issued as a Request for Quote (RFQ). This solicitation is being conducted under FAR Part 13, Simplified Acquisition Procedures (SAP) and in conjunction with FAR Part 12, Acquisition of Commercial Items. This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-88 effective June 15, 2016. The associated North American Industrial Classification System (NAICS) code for this procurement is 238210 Electrical Contractors and Other Wiring Installation Contractors. The Small Business size standard is $15 Million. Product and Service code (PSC) J059 - Maintenance and Repair of Electrical and Electronic Equipment. This procurement is 100% Service Disable Veteran Owned Small Business (SDVOSB) set-aside. The Department of Veterans Affairs (VA) intends to award a firm-fixed price purchase order. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, considering technical and price. All vendors shall be verified and list in the Vendor Information database, https://www.vip.vetbiz.gov/, for the NAICS code identified in this solicitation. Any vendor not verified and listed shall be considered non-responsive. Uninterruptable Power Supply (UPS) service maintenance agreements are necessary to maintain the optimal operability of critical equipment necessary for the infrastructure of the server room of the Department of Veterans Affairs (VA) Office of Information & Technology (OIT) in Birmingham, Alabama. The UPS requiring such service maintenance agreement is one (1) APC Smart-UPS VT Rack mounted 20kVA 208V w/5 battery modules. Quote Due Date: July 18, 2016 10:00 AM East Standard Time The provision at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and an addendum is below. A completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, shall be included with any quote as required.
