Description
This is a 15 day Synopsis for an upcoming solicitation (FA8206-16-R-0476) that is estimated to be released later in the month of June 2016. Interested parties should contact listed POC's before June 26 to notify the agency of interest prior to the release of the official solicitation. Issuing Office United States Air Force Air Force Sustainment Center (AFSC) Hill Operating Location/PZAC 6050 Gum Lane, Bldg 1215 Hill AFB UT 84056 SOLE SOURCE: 10 USC 2304 (c) (1) as implemented by FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The Air Force intends to issue a repair service contract for the Weapon System Processor (WSP) and assemblies on the Rapid Execution and Combat Targeting (REACT) Weapon System Control Console (WSCC) in the Launch Control Center (LCC) for the Intercontinental Ballistic Missile (ICBM) Weapon System, used by the United States Air Force to: Lockheed Martin Integrated Systems and Solutions (LMIS&S) Cage Code: 3VPT9 9970 Federal Drive, Colorado Springs, CO, 80921 JUSTIFICATION FOR SOLE SOURCE: Lockheed is the only entity with the data, drawings and Hardness Critical Item (HCI) information which is vital to successfully repairing the items. Lockheed is the only known source with the ability to satisfy all program requirements because they possess the knowledge, repair expertise, technical data, tooling, equipment and facilities to successfully perform. Lockheed has the unique knowledge and capabilities to perform Hardness Critical Procedures (HCP) required for this effort. The Government does not possess specific radiation qualification data, which is necessary to qualify replacement components for use in repairs. In addition, the Government does not possess the technical data required to validate any new contractor undertaking a repair capability. The Government does not have in its possession the specialized test equipment nor technical data in JEDMICS required in Acceptance Test Procedure (ATP) C006282 for WSP repairs. REQUIREMENT DETAILS: Three Year, Indefinite Delivery Indefinite Quantity (IDIQ) contract to repair the Weapon System Processor (WSP) on the Weapon System Control Console (WSCC). The proposed contract will have a three-year Period of Performance (PoP) and utilize an anticipated Firm Fixed Price (FFP) pricing for Test Tear-down and Evaluation (TT&E) and cost plus fixed fee for Repair arrangement. The best estimated total requirement is 8 units broken down as follows; FY17 5 units, FY 18 1 unit, FY19 2 units. These quantities reflect the best known estimate of the requirement. NSN's: 7021-01-528-9321 AH The Contractor shall have the experience, tooling, test equipment, facilities, knowledge, and data available to repair the WSP to serviceable condition. Be able to functionally test and fault isolate to identify the failed component or components needing replacement, and then return the end-item to serviceable condition. All parts, electronic components, or materials used shall be equivalent the original equipment specifications. The existing reliability and maintainability of the original performance shall not be degraded during this work effort. The repairable end-item shall not be modified to change the form, fit, or function. The contractor shall furnish all facilities, test equipment, parts, material, data, and services that are required to receive, unpack, disassemble, inspect, repair as necessary, reassemble, clean, package, and ship the items
