- THIS IS NOT A SOLICITATION. THIS NOTICE IS FOR INFORMATION PURPOSES ONLY. This is a notice of intent to award a sole source award by the National Institute of Standards and Technology (NIST) under the authority of Federal Acquisition Regulation (FAR) 6.302-1 Only one responsible source and no other Pearson Vue, supplies or services will satisfy agency requirements to: NCS Pearson, Inc., doing business as for NIST Cryptographic Validation Program Computer Based Test Support. The North American Industry Classification System (NAICS) code for this acquisition is 611710 - Educational Support Services, and the size standard is $15,000,000.00. The National Institute of Standards and Technology's (NIST) Computer Security Division's (CSD) objective for this requirement is to develop a computer based competency exam and administering the exam to National Voluntary Laboratory Accreditation Program (NVLAP) accredited laboratory testers for the Security Testing, Validation and Measurement (STVM) Group's cryptographic validation programs. At least 85% of the test centers must be within 30 miles of NVLAP accredited laboratories. A list of NVLAP CST accredited labs may be found on the NIST NVLAP webpage at https://www-s.nist.gov/niws/index.cfm?event=directory.search. Test center must have a fail-safe mechanism for verifying the candidate's identity. Fail-safe mechanisms include use of palm vein technology, photograph, and videotape. Candidate data must be securely processed and archived. Pearson Vue is the only vendor that met the security and logistical requirements of the Cryptographic Validation Program. The validation program also requires at least 85% of the testing centers to have a fall-safe mechanism for verifying the candidates' Identity and for protecting test content which also met by Pearson Vue. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capability to satisfy this requirement should submit documentation that clearly demonstrates their ability to provide services needed by the NIST. Responses to this notice shall be received no later than noon Eastern Time July 25, 2016. All responses must be in writing and are to be sent via email to abdul-kudus.yahaya@nist.gov. NOTHING HEREIN SHOULD BE MISCONSTRUED AS A REQUEST FOR COMPETITIVE PROPOSALS, QUOTES OR BIDS. NO SOLICITATION DOCUMENT IS AVAILABLE NOR IS INTENDED TO BE ISSUED.
