- SOURCES SOUGHT NOTICE Solicitation Number:HHS-NIH-NIDA-SSSA-SBSS-2016-507 Title: ZEISS SCANHEAD LSM 710 MICROSCOPE MAINTENANCE AGREEMENT Classification Code: J - Maintenance, Repair, & Rebuilding of Equipment NAICS Code: 811219 - Other Electronic and Precision Equipment Repair and Maintenance Description: This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Background: The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency whose mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability, conducting, supporting and making medical discoveries that improve people's health and save lives. The Dendrite Morphogenesis and Plasticity Unit (DMPU) Unit employs Drosophila as a model system to study the cellular and molecular mechanism underlying the regulation of dendrite morphogenesis and developmental plasticity. The research expands NINDS's understanding of the many aspects of neurological disorders and stroke. DMPU's goal is to apply knowledge derived from the basic research conducted in the lab to be translated into practical diagnostic applications that enhance human health and well-being. The Zeiss Scanhead LSM 710 microscope in this lab is the critical component in the carrying out the lab's mission. Purpose and Objectives: The purpose of this acquisition is to acquire a service agreement (maintenance/repairs) for a Zeiss Scanhead LSM 710, serial number 2504000492. This requirement is for a Base Period with 4-year Option Period Scope of Work: The contractor must provide a service and maintenance agreement that offers: •Contractor shall perform one (1) Preventive Maintenance Inspection during the twelve month period. It will be performed 180 days after award. Preventive Maintenance will be performed by a Zeiss-certified service technician. Service will include installation of hardware upgrades, calibration of the equipment, optimization of alignment for critical components, replacement of wear items, and overall inspection of the instrument to confirm that it is operating at peak efficiency and reliability. •Contractor shall provide phone support from a certified technician within 1 business day and on-site service within 3 business days after it is determined that the problem cannot be resolved through phone support. •Contract shall provide emergency service. •Contractor shall furnish all required Zeiss certified replacement parts at no additional cost to the Government. •Contractor will provide free of charge any revisions to Zeiss software during the Agreement term. Period of Performance Base Year - September 30, 2016 through September 29, 2017 Option Year One - September 30, 2017 through March 31, 2018 Option Year Two - September 30, 2018 through March 31, 2019 Option Year Three - September 30, 2019 through March 31, 2020 Option Year Four - September 30, 2020 through March 31, 2021 Travel Travel to the NIH is the sole responsibility of the contractor. The place of performance shall be the NIH Main Campus, 35 Convent Drive, Building 35, Room 1B1002, Bethesda, MD 20892. Capability statement /information sought: The respondent's response shall also include any other specific and relevant information related to the requirements of this project that will enable the Government to determine the capabilities of the company to perform the specialized requirements described in this synopsis. Interested organizations must demonstrate and document in any response submitted, to this market survey extensive experience with and the ability to perform all of the specialized requirements elsewhere described. The respondent must also provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc.) pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. The information submitted must be must be in an outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein. A cover page and an executive summary may be included but is not required. The response is limited to fifteen (15) page limit. The 15-page limit does not include the cover page, executive summary, or references, if requested. The response must include the respondent's technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. However, responses to this notice will not be considered adequate responses to a solicitation.
