Description
THIS IS NOT A REQUEST FOR COMPETATIVE PROPOSALS. No solicitation will be issued. The Department of Veteran's Affairs VISN 18, Network Contracting Office, intends to award a sole-source, procurement to ERA Health, LLC dba Veteran's Health for Dornoch service support and preventative maintenance for eight (8) Dornoch Duo CAR 4 Star CSTAR and (2) Ultra Evac Units 4 Star CSTAR Dornoch Ultra Evac Units. The procurement is going to be awarded pursuant to VAAR 819.7001 (a) Sections 502 and 503 of the Veterans Benefits, Health Care, and Information Technology Act of 2006 (38 U.S.C. 8127-8128), created an acquisition program for small business concerns owned and controlled by service-disabled veterans and those owned and controlled by veterans for VA. In accordance with VAAR 819-7005, award to Sole Source Awards to Service Disable Veteran Owned Small Business Concerns have met: (a) A contracting officer may award contracts to SDVOSB concerns on a sole source basis provided: (1) The anticipated award price of the contract (including options) will not exceed $5 million; (2) The requirement is synopsized in accordance with FAR part 5; (3) The SDVOSB concern has been determined to be a responsible contractor with respect to performance; and (4) Award can be made at a fair and reasonable price. (b) The contracting officer's determination whether to make a sole source award is a business decision wholly within the discretion of the contracting officer. A determination that only one SDVOSB concern is available to meet the requirement is not required. (c) When conducting a SDVOSB sole source acquisition, the contracting officer shall ensure businesses are registered and verified as eligible in the VIP database prior to making an award. The associated North American Industrial Classification System (NAICS) code for this procurement is 811219, Other Electronic and Precision Equipment Repair & Maintenance with a small business size standard of $20.5 million.
