Description
The Department of the Interior, National Park Service (NPS), is soliciting firm-fixed priced offers from responsible small business contractors having the capability to conduct and document conservation treatment of historic cannons at Fort McHenry National Monument and Historic Shrine (NM & HS). The work includes: A Pre-Treatment Site Visit, Submittal of Treatment Proposals, Conservation Treatment, and Submittal of Treatment Reports and Cannon Maintenance Plan. The Contractor shall furnish all labor, materials, equipment, tools, travel, transportation services, and supplies required to complete the work in accordance with the Solicitation Documents. All work will be performed under a single contract. The Solicitation Number is P16PS01665. Place of Performance: Fort McHenry NM & HS is located 3 miles south of Baltimore ¿s Inner Harbor, the area is known as Locust Point. The address is 2400 E. Fort Ave. Baltimore, MD. 21230. A Complete Offer includes: 1) Completed Standard Form 18 (SF 18); 2) Completed Offer Schedule (Attachment 0001); 3) Completed Key Personnel Clause; 4) Past Performance Information in accordance with Section F.7. of the Scope of Work; and 5) Current and Active contractor registration in the System for Award Management. An offeror must ensure that they are self-certified under NAICS Code 238990 in the Representations and Certifications portion of SAM. The SAM website can be accessed at https://www.sam.gov/portal/public/SAM/ Type of Acquisition: A competitive firm-fixed price solicitation of non-commercial services (FAR Parts 13 and 37). The NAICS code for this project is 238990 and the small business size standard is $15.0 million. This solicitation is advertised as a total small business set-aside. There is no incumbent contractor. The U.S. Department of Labor Service Contract Act Wage Determination 2005-2247, Rev 18, dated 12/29/2015 applies to this solicitation. This requirement is considered a service and therefore the requirements of FAR 36.204 -- Disclosure of the Magnitude of Construction Projects, are not applicable and will not be published. The Period of Performance for completion of all work is 9 months after delivery of award. The projected award date is on or about 08/05/2016.
