Description
The Department of Defense Education Activity (DoDEA) Pacific has a recurring requirement for a USDA National School Lunch Program (NSLP) food service management contractor to fulfill lunch and a la carte meal requirements (also known as the Guam student meal program) for approximately 2,500 DoDEA Pacific Guam students. DoDEA Pacific operates four DoD schools located on three bases located throughout the U.S. Territory of Guam. The Department of Defense Education Activity (DoDEA) Pacific, Procurement Division intends to issue a HUBZone sole source award for the Guam student meal program under the statutory authority of 15 U.S.C. 657a (Reference FAR Part 6.302-5(b)(5) and FAR Part 19.1306) permitting Other than Full and Open Competition. The DoDEA Pacific Guam district requires a contractor (Food Service Management Company (FSMC), to operate its non-profit National School Lunch Program (NSLP) for the four DoDEA Pacific schools located in the U.S. Territory of Guam. The NSLP is a United States Department of Agriculture (USDA) federally funded child nutrition program that assists schools in providing nutritious lunches to children at reasonable prices. In addition to federal financial assistance, the NSLP receives USDA donated foods to help reduce program costs. The contractor shall provide a full-service, US Department of Agriculture (USDA) School National School Lunch Program (NSLP) compliant Guam student meal program for all school cafeterias within the DoDEA Guam District. The Contractor must meet the following program requirements: • Capable and responsive management • High quality meals and service • Effective food safety and sanitation • Timely meals • Clean and pleasant dining environment This announcement fulfills the synopsis requirements under FAR Part 5.201(a). An RFQ will be issued on a sole source basis. The North American Industry Classification System (NAICS) for this requirement is 722310 Food Service Contractors.
