- The Navy has revised CNRMCINST 4280.1 MASTER AGREEMENT FOR REPAIR AND ALTERATION OF VESSELS; MASTER SHIP REPAIR AGREEMENT (MSRA) AND AGREEMENT FOR BOAT REPAIR (ABR) dated 2 JUL 15 (reference (a)) with new and additional requirements for MSRA and ABR holders. All contractors who have an MSRA or an ABR are required to submit updated information for review. It is not required to submit a complete application but all contractors who desire to maintain their current MSRA or ABR certification must submit an updated Standard Form SF-17 and any additional information required to meet the revised requirements; i.e. facility layouts, letters of agreement for pier services and current financial audits. Full application requirements per reference (a) can be located on Commander, Navy Regional Maintenance Center website at http://www.navsea.navy.mil/Home/RMC/CNRMC/MSRABR.aspx Attachment (1) should be completed and returned to CNRMC C400/Contracts in accordance with the application instructions provided in Ref. (a). Responses are due by Noon EST 17 AUGUST 2016. If no response is received, your MSRA or ABR, as applicable, will be removed from the active MSRA/ABR list. If your company no longer meets the requirements or wishes to be removed from the current list MSRA/ABR holders, please contact the MSRA/ABR Program Director, Carl Ward, at carl.r.ward@navy.mil. All responses are due no later than Noon EST on 17 AUGUST 2016.
