- The Department of Veterans Affairs, VA Boston Healthcare System, has a requirement for analysis of approximately 125 blood samples per year to support a research project. VA is seeking a Veteran Owned Small Business that is a Clinical Laboratory Improvements Amendments of 1988 (CLIA) certified laboratory to meet this requirement. This is not a solicitation; it is a sources-sought notice. Vendors shall currently be VA Vendor Information Pages (VIP) verified or verified by the date of award which is anticipated to be early September. The VIP website is www.vip.vetbiz.gov. Veteran Owned Small Businesses believing they can provide the services and meet the verification requirements should email a capabilities statement to cheri.wicks@va.gov no later than July 15, 2016. Inquiries/information received after the established deadline shall not be considered. The submission of any data for review shall not impede award of this contract as planned. The Government does not intend to pay for information. A.GENERAL INFORMATION 1. Title of Projects: PTSD-Related Accelerated Aging in DNA Methylation and Risk for Metabolic Syndrome 2. Scope of Work: This contract is for services by a Clinical Laboratory Improvement Amendments of 1988 (CLIA) certified Contractor to conduct blood assays on roughly 125 subjects per year over the course of 5 years. Contractor shall conduct assays on blood samples provided by the Principal Investigator (PI). The assays to be conducted include the following: a)lipid panels (LDL, HDL, total cholesterol, triglycerides) b)fasting glucose c)insulin d)high sensitivity c-reactive protein e)alanine aminotransferase f)aspartate aminotransferase g)creatinine h)albumin i)gamma-glutamyl transferase j)hemoglobin A1C k)complete blood chemistry (CBC with differential and platelets) Blood samples will be coded with a Contractor provided account number, research subject identification number, and date of birth. Contractor shall fax test results back to the PI. 3. Background: Services are for the project entitled "PTSD-goal is to examine the impact of PTSD symptoms on cellular aging and metabolic syndrome over time and to identify biological mechanisms underlying PTSD-related accelerated aging". 4. Performance Period: The contract period will be for 5 years. Individual orders may or may not be issued throughout the entire contract period. The first task order issued will serve as the minimum order guarantee. 5. Type of Contract: Firm-Fixed-Price B.CONTRACT AWARD MEETING The kick off meeting may be scheduled after award or may be waived. C. GENERAL REQUIREMENTS 1. All written deliverables shall be phrased in layperson language. Statistical and other technical terminology shall not be used without providing a glossary of terms. D. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES Description of Tasks and Associated Deliverables: Contractor will perform the blood assays listed under item 2. Blood samples shall be picked up at the VA Boston Healthcare System - Jamaica Plain Campus on the same day as they are drawn. The draws are done on an irregular basis dependent on scheduling of research subjects. Blood samples shall be processed within 24 hours of pick up. Results shall be faxed to the PI no later than 72 hours after sample pick-up. Task One: Complete blood assays listed above under item 2. Deliverable One: Provide lab results via fax of assays listed above to the PI. Results shall include reference ranges and shall flag aberrant results. Results shall be coded with the subject ID number provided to Contractor. E. EVALUATED OPTIONAL TASKS AND ASSOCIATED DELIVERABLES N/A F. SCHEDULE FOR DELIVERABLES Results of blood assays shall be provided via fax no later than 72 hours after picking up the blood sample. If for any reason any blood assay result cannot be delivered within the required time frame, the Contractor is required to explain why in writing to the Contracting Officer (CO), including a firm commitment of when the work shall be completed. This notice to the CO shall cite the reasons for the delay, and the impact on the overall project. The CO will then review the facts and issue a response, in accordance with applicable regulations. G. CHANGES TO STATEMENT OF WORK Any changes to this SOW shall be authorized and approved only through written correspondence from the CO. A copy of each change will be kept in a project folder along with all other products of the project. Costs incurred by the contractor through the actions of parties other than the CO shall be borne by the contractor. H. REPORTING REQUIREMENTS Results of blood tests shall be available via fax and coded only with a subject ID number. I. TRAVEL [If applicable] N/A J. GOVERNMENT RESPONSIBILITIES [If applicable] VA will supply blood samples for analysis. K. CONTRACTOR EXPERIENCE REQUIREMENTS The contracted service provider shall be CLIA certified. Laboratory and associated personnel shall be qualified and certified in accordance with all applicable laws and regulations. Proof of CLIA compliance shall be submitted with technical response. L. CONFIDENTIALITY AND NONDISCLOSURE As per the study informed consent documents and HIPAA authorizations that were approved by the VA Boston Institutional Review Board, the research subject's date of birth will be included on the blood samples sent to Contractor. This is due to the need to calculate the correct age-related reference range for the blood assay results. No other sensitive information will be provided to Contractor as the sample will be coded with an ID number only. Contractor will follow established procedures for maintaining confidentiality of date of birth. Faxed results of assays shall include subject ID number only and NOT the date of birth to further protect privacy. M.CONTRACTOR PERSONNEL SECURITY REQUIREMENTS N/A
