- Combined Synopsis/Solicitation A. Background Information The United States of America (USA), acting through the United States Department of Agriculture's (USDA) Natural Resources Conservation Service (NRCS) has purchased conservation easements to assist landowners in restoring, protecting, and enhancing wetlands. NRCS policy requires easements be monitored yearly either through a summary review, onsite visit, ownership review, or offsite visit. Louisiana NRCS requires the services of a title company for easement ownership reviews in the State of Louisiana. B. Purpose of the Ownership Review The purpose of the ownership review is to determine the current legal landowner of the conservation easement held by the USA through the USDA. C. Vendor will have 60 days to complete non-complex ownership reviews and 120 to complete complex ownership reviews which consists of 2 or more property owners. Non-complex reviews are those where the entire easement has changed ownerships. Complex reviews are those where the original conservation easement acres have been split into several parcel and now have several landowners since the original WED was recorded. NRCS will have the following days to review deliverables as being compliant with order. Any unacceptable work will be redone at no cost to the government. - 10 days for non-complex work - 15 days for complex work (2 or more property owners)
