- Sources Sought Notice The Naval Medical Logistics Command (NMLC) is seeking sources to provide AMPure and CleanSEQ reagents for The Department of Defense (DoD) Bone Marrow Program's DNA analysis requirements in support of Naval Medical Research Center (NMRC). The objective of this requirement is to improve bone marrow transplant outcomes. The estimated period of performance of the project is 12 months. The DoD requires reagents that must have no centrifugation or filtration steps to maintain manual or fully automated performance for high throughput which minimizes typing costs without compromising the high quality sequence data results. The reagents must be able to accommodate various fluorescent dye sets and must be optimized for use with electrokinetic injection on capillary electrophoresis systems of 3730 DNA Analyzers which have been in use by the DoD Bone Marrow Program for more than 10 years. These reagents must function in existing Beckman liquid handling robotic systems with existing software and must not require re-certification by the Bone Marrow Program's laboratory or the American Society for Histocompatibility and Immunogenetics HHS' required certification for laboratory procedures. It is critical to maintain the currently certified laboratory process for consistent testing results and ASHI (and HHS) accreditation and maintain the ability to HLA type and register DoD volunteer donors within the DoD and National Marrow Donor Program as potential donors of marrow for clinical transplantation. This sources sought notice is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 2 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. If capable sources are not identified through this notice, then NMLC intends to award a sole source contract under the authority of FAR 6.302-1 to Beckman Coulter, 2301 E 60th Street N, Sioux Falls, SD 57104 for the performance of the described requirement. Capability statements are due by 2:00 PM Local Time, 14 July 2016.
