- NASA/Goddard Space Flight Center (GSFC) has a requirement to provide continued services in support of the Suomi National Polar-orbiting Partnership (SNPP) satellite. The initial S-NPP contract awarded to Ball Aerospace Technology Company was for the development and manufacture of a unique Ball BCP 2000 Spacecraft Bus tailored to S-NPP requirements and included launch, a 90 day post-launch commissioning period, and 5 years of sustaining engineering for the S-NPP BCP 2000 Spacecraft. The period of performance of the Ball S-NPP contract, which includes sustaining engineering, ends in March 2017. National Aeronautics Space Administration (NASA) Goddard Space Flight Center (GSFC) intends to issue a sole source procurement or a non-competitive contract to Ball Aerospace and Technologies Corporation (BATC) for the continuing on-orbit support of the Suomi National Polar-orbiting Partnership (SNPP) satellite, a NASA satellite that serves as a National Oceanographic and Atmospheric Administration (NOAA) Operational satellite. NOAA has operated a series of polar orbiting meteorological observation and measurement satellites since the 1960s. The daily weather and climate data provided by the sensors carried by the NOAA polar weather satellites are a critical element in providing accurate weather forecast information to military and civilian Federal Agencies, state and local governments, International Partners, the news media and the general public. The continuity of weather and climate data is critical to the national interest and must be maintained in order to provide the timely warning of impending storms and other severe weather, thus protecting life and property, promoting the safety of international and domestic land, sea and air transportation systems, and facilitating the mitigation of the impacts of and recovery from the impact of significant weather events. NASA intends to issue a sole source contract that will sustain the engineering expertise needed to recommend and implement modifications to the current operational S-NPP BCP-2000 spacecraft configuration that will address on-orbit anomalies, failures, or aging issues. Also based on the specific knowledge of S-NPP BCP 2000 test beds and simulators for anomaly troubleshooting and resolution, and flight software modification and validation, preserving the capabilities to integrate the S-NPP instrument Engineering Development Units (EDU) into the S-NPP test bed is imperative. Finally, there will be proficiency in upgrading all S-NPP BCP-2000 simulators or developing new S-NPP BCP-2000 simulators due to obsolescence. Statutory authority for this sole source procurement is 10 U.S.C. 2304 (c)(1) - Only One Responsible Source. However, any organization that believes they can provide these items without any detrimental impact to the program mission should fully identify their interest and capabilities within 15 days after publication of the synopsis. Immediately upon contract award, the contractor will need to provide technical support to sustain the S-NPP satellite which includes but is not limited to: anomaly resolution support for the spacecraft, spacecraft to instrument interfaces, and spacecraft to ground interfaces. Interested organizations may submit their capabilities and qualifications to perform any of these efforts in writing to the identified point of contact no later than 2:00 pm EST on July 22, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. The Government does not intend to acquire a commercial item using FAR Part 12. NASA Clause 1852.215-84, Ombudsman, is applicable.
