VA786-16-R-0276 PRE SOLICITATION NOTICE FOR REPLACEMENT OF DRAINAGE CULVERT PROJECT AT HAMPTON NATIONAL CEMETERY PHOEBUS ADDITION, W COUNTY ST. HAMPTON, VA 23663 Project Control #: 849-NRM16-15 Contractor shall furnish all tools, labor, materials, equipment, services, and professional design services to perform work at the Hampton National Cemetery Phoebus Addition (849) as required by the work scope, drawings and specifications. Magnitude of Construction: Between $100,000 and $250,000 General 1. Contractor is strongly encouraged to survey the project area prior to bidding to adequately understand the full scope of work and all requirements. Contractor is required to submit any questions or clarifications prior to bid. A bid submitted will be taken as agreement that the work shall be performed to meet the requirements herein based on the existing conditions in the field. 2. The contractor shall engage the services of a professional design firm which specializes in the work contained in this project. Contractor shall submit this firm for approval complete with qualifications prior to the start of construction. Contractor shall submit design drawings prepared by this professional design firm. Design drawings shall be: scaled drawings, Final construction documents, stamped and sealed by a professional engineer in the state of Virginia, submitted full size (30x42") and in electronic format (pdf) to both the Project Engineer and the Cemetery Director. 3. The contractor shall submit detail design drawings and contract submittals to the COR for review and approval prior to fabrication/installation. Specific Work Items. 1. Contractor shall demolish the existing concrete culvert. Contractor shall locate each clay pipe discharge along the culvert. Perform selective demolition of existing clay pipe discharges. New clay pipe discharges shall be reinstalled into the new concrete culvert and sleeved in ductile iron piping. 2. Contractor shall design and construct a new concrete culvert with the minimum specifications as shown in the project specifications and drawings. The existing concrete culvert has a linear foot length of 920 feet. The new culvert shall match this in linear foot length. VA will review and consider a precast concrete solution provided all minimum criteria, specifications, and drawing requirements are met. The existing concrete culvert is considered historic, and as such the new concrete culvert should match the existing in general size and cross section. Contractor to verify existing culvert dimensions as part of the design. The new concrete culvert shall incorporate the new discharge drain pipe connections and ductile iron sleeves. Note the new crossover section shall be capable of supporting lawn maintenance vehicle loading up to 5000 lbs. Concrete shall be at a minimum as follows: Excavate existing earth for and compact 6" of new aggregate subbase for the base/sides for this slab/structure. Concrete is to be 6-9% air entrained, 4000psi, slump of 3-5", and reinforced per drawings. Reinforcing should be a minimum of 1" from any edge of concrete either vertical or horizontal, and a maximum of 2" from any horizontal edge of concrete. Install broom finish for concrete in all areas. Broom finish shall be parallel to water flow for the culvert and perpendicular to foot/vehicle traffic on top of the crossover. 3. Contractor shall design and construct a bronze-colored anodized aluminum guardrail along each side of the new concrete culvert crossover. Guardrail shall meet minimum specifications of section 055000. Submit design drawings stamped/sealed by a professional engineer in the state of Virginia. Duration: Term of the contract shall be forty-five days (45 days) from receipt of the notice to proceed. The Contractor shall complete all work within 45 calendar days after receipt of notice to proceed, subject to all terms, conditions, provisions and schedules of the contract. All proposals priced less than $150,000 will require one of the alternative payment protections below under this solicitation: "Payment Bond "Irrevocable letter of credit "Tripartite Escrow Agreement All proposals priced greater than or equal to $150,000 will require: Performance Bond, Payment Bond, and Bid Guarantee under this solicitation. This acquisition is for a 100% Service Disabled Veteran Owned Small Business Set-Aside. North American Industrial Classification System (NAICS) Code 238110 is applicable. Please reference Solicitation Number RFP VA786-16-R-0276 on remittances. An electronic solicitation will be available for download from www.FedBizOpps.gov on or about July 15, 2016.
