Description
Sources Sought The following proposed contract action is for a contract with the Department of Commerce, National Institute of Standards and Technology (NIST) in Gaithersburg, MD 20899. Notice # - 16-04854 Solicitation Title: Perchloric Fume Hood Service NAICS Code: 541620 with a Size Standard of $15 Million At NIST Gaithersburg, MD campus, building 227/ Advanced Chemical Science Laboratories, there are seven laboratories that requires the use of Perchloric Acid Fume Hoods. These have been in service since 1998 and will require systems wash-down features or investigation of interior duct work has been performed. Perchloric Acid use can cause for development of Perchloric Acid crystals to form over time which are volatile, extremely explosive and flammable if disturbed and not properly dissipated/ diluted by wash-down systems. NIST's current understanding of these systems is that various components of the Perchloric exhaust systems are demonstrating deficiencies that need to be investigated. Once deficiencies are found, they must be resolved. The contractor will be providing services for inspections of Perchloric fume hoods that will be identified in the upcoming solicitation. Contractor will be providing services to resolve and/ or repair deficiencies found during inspections, related to wash-down systems, ductwork, exhaust fans, and fume hoods. Contractor shall provide a Certified Industrial Hygienist (CIH) to properly evaluate the presence of Perchloric Acid crystals and ensure the safe remediation of any existence of Perchloric Acid crystals to allow for internal investigation of Perchloric exhaust systems. CIH shall determine when the systems in this contract to be investigated, are safe for investigation, dismantling and repairing of deficiencies found, as well any needed monitoring of systems throughout contracted effort. This is a Sources Sought ONLY not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. The purpose of this synopsis is to identify organizations with the requisite qualifications to provide the services stated herein. All business organizations (SB SDB, Large, WOSB, HUBZone, VOSB and SDVOSB) are encouraged to respond to this notice. Interested, capable vendors/parties shall submit a capability statement in response to this Sources Sought Notice, including, at a minimum, the following: (a) Technical discussion of vendor's ability to perform the type of services described below; (b) Name of Company-include a contact person's name, telephone number, and email address; (c) Company Address; (c) Company Size (please specify as either-Large, Small, Small Disadvantaged, Woman Owned Small Business, Veteran Owned Small Business, Service-Disabled Veteran Owned Small Business, 8(a), Hubzone Small Business) or other; (d) Identify standard commercial terms and conditions typically associated with these services; (e) Identify existing or potential pricing structure in support of this type of work; (f) Identify qualifications of technical and management personnel; and Capability statements shall demonstrate if the contractor has experience providing service and repairing of Perchloric Fume Hoods and associated exhaust systems as well as wash-down systems: 1. Architectural: installation, assembly, disassembly of Perchloric fume hoods, Perchloric fume hood exhaust ductwork stainless steel 316 single wall and/or pvc lined, wash- down/ water piping, electronic solenoid valves, Perchloric use exhaust fans, Allowable materials and tools for use with Perchloric' s. 2. The contractor must provide documentation demonstrating prior experience in servicing, inspecting, repairing, assembly, disassembly of Perchloric fume hoods, associated wash-down systems, Perchloric exhaust ductwork, and exhaust fans (mechanical, electric, piping, etc). 3. The contractor must show prior efforts in disposal of Perchloric materials and/ or materials that have absorbed Perchloric' s. 4. Contractor must provide documentation demonstrating proper licensed Qualified Industrial Hygienist is employed by contractor or is provided by contractor. 5. Contractor shall demonstrate prior use of CRC Handbook of Laboratory Safety as is related to Perchloric fume hood systems. NOTE: The total number of pages to reply to this source sought shall not exceed 10 pages double sided and shall be submitted via FBO.gov's bid module. No other capability statements will be accepted. NOTE: All vendors must be registered in SAM for contract award. www.sam.gov Once the results of this market research are obtained and analyzed for NIST's minimum requirements, NIST may solicit a competitive procurement and subsequently award a firm fixed price contract.
