- Draft SOW for comment. THIS IS NOT A REQUEST FOR QUOTES - THIS IS A REQUEST FOR INFORMATION AND INFORMATION SUBMITTED WILL BE USED FOR MARKET RESEARCH PURPOSES ONLY The Uniformed Services University of the Health Sciences (USU) is the Nation's federal health sciences university and is committed to excellence in military medicine and public health during peace and war. We provide the Nation with health professionals dedicated to career service in the Department of Defense and the United States Public Health Service and with scientists who serve the common good. We serve the uniformed services and the Nation as an outstanding academic health sciences center with a worldwide perspective for education, research, service, and consultation; we are unique in relating these activities to military medicine, disaster medicine, and military medical readiness. USU is located in Bethesda, MD on the grounds of the Naval Support Activity Bethesda. Additional information regarding USU can be found on our website: www.usuhs.mil. USU has a requirement for unarmed guard services, and is currently seeking both potential sources and industry input on the attached DRAFT statement of work (SOW). These services are currently provided under contract HT9404-12-C-0003 from Defensor Security, LLC (an 8(a) small business), with a performance period of 12/1/2015 through 11/30/2016. This requirement will be set aside for 8(a) small businesses under the NAICS code 561612 "Security Guards and Patrol Services" with a size standard of $20.5 million. Please see the attached DRAFT statement of work (SOW). Potential offerors responding to this RFI are highly encouraged to review the attached DRAFT SOW and provide comments and feedback. The attached document is a Word document and we request offerors use the comments feature to provide their feedback. Please include: •Which sections require clarification? •What questions do you have based on the current SOW? •What additional information needs to be addressed in the SOW? Interested offerors that respond to this sources sought notice do so at their own cost, the Government will not provide reimbursement for any preparation costs. In addition to providing comments on the attached DRAFT SOW, please provide the following: 1.Current fully loaded hourly labor rates for position categories listed in the SOW: a.Program Manager($/hour) b.Shift Supervisor($/hour) c.Guard I($/hour) 2.Three (3) CPARS reports for guard services performed within the past five (5) years. If CPARS reports are not available, provide customer references with names, email address, contract value, and a description of services performed. A past performance survey will be sent to any contract for which there is no CPARS available. 3.A narrative describing your company's corporate experience in providing unarmed guard services (maximum of 5 pages). THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for quotes; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The result of this market research will contribute to determining the method of procurement. Please provide the following with your submission: 1.Company name and address 2.DUNS Number 3.Socio-Economic Status (Small, SDVOSB, etc.) - Socio-economic status will be verified in SAM.gov. 4.Point of Contact (Name, Email and Phone Number) All responses are due July 22, 2016, and must be emailed to pierre.smith@usuhs.edu.
