- Research Activities Intent to Sole Source: Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of PSC, Health and Human Services (HHS), Agency for Healthcare Research and Quality (AHRQ) intends to sole source to: Medical College of Wisconsin 8701 Watertown Plank Road Milwaukee, WI 53226-3548 The purpose and specific mission of this sole source contract is to improve the Child Core Set of measures used by Medicaid and CHIP. PMCOE Center of Excellence (COE) will submit pediatric quality measures on high priority topics to the National Quality Forum (NQF). Specifically this sole source contract will support PMCOE Center of Excellence to conduct activities crucial to successful submission of measures to the National Quality Forum (NQF) Call for Pediatric Quality Measures for potential endorsement. A specialized focus on pediatric quality measurement is driven, in part, by the increasing recognition that health and healthcare needs of children are significantly different from those of adults. In addition, health in childhood sets the stage for a lifetime of downstream health outcomes. A healthy childhood sets the stage for improved health and quality of life in adulthood. For the first time in several years, NQF will take a concerted look at child health measures. Many of these measures are the result of years of work by the Centers of Excellence in Pediatric Quality Measurement (COEs), which aimed both to develop new measures and refine current ones in high-priority areas of child health. The Children's Health Insurance Reauthorization Act of 2009 (CHIPRA) accelerated interest in pediatric quality measurement and presented an unprecedented opportunity to improve the health care quality and outcomes of the nation's children, including the almost 40 million children enrolled in Medicaid and/or the Children's Health Insurance Program (CHIP). CHIPRA also established the Pediatric Quality Measures Program. The program, with support from the Agency for Healthcare Research and Quality (AHRQ) and the Centers for Medicare & Medicaid Services (CMS), funded seven Centers of Excellence to develop and refine child health measures in high-priority areas. After years of concerted effort, a cohort of these measures is now ready for NQF to review and endorsement consideration. The funding for the Centers of Excellence ends February 28, 2016. At this time, there are several child health measures that are available for endorsement. The NQF pediatric measure work through the Measure Applications Partnership continues its work to improve the Child Core Set of measures used by Medicaid and CHIP. The pediatric quality measures were to be suitable for voluntary use by Medicaid/CHIP programs and for other public and private programs, plans, providers, and patients. Under statute, HHS is required to publish a list of measures under consideration for rulemaking by December 1 of each year, and the Measure Application Partnership (MAP) then provides input to HHS on those measures by February 1 of the following year. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the government.
