Description

PRE-SOLICITATION NOTICE FOR THE CONSTRUCTION PROJECT AT BALITMORE NATIONAL CEMTERY LOCATED IN BALTIMORE, MD WITHIN BALTIMORE CITY COUNTY. The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids under Solicitation Number VA786A-16-B-0064 for the following: The contractor shall provide all professional services, labor, supervision, materials, administration necessary for the construction and performance of all work in accordance with the solicitation plans, specifications, drawings, required permits, terms and conditions at Baltimore National Cemetery. Work includes columbarium niches and in-ground cremains, with miscellaneous site improvements at the entrance to the site, main entrance road and the flag pole area. The improvements at the entrance include cleaning and repointing the stone entry columns and replacement of a damaged section of concrete sidewalk. The iron fence along Frederick Avenue from the entrance northeast to the columbarium site will be restored. The main entrance road will be milled and repaved from the main entrance at Frederick Road to just past the flagpole area including the loop in front of the Administration Building. Included in this work will be the replacement of approximately 60 linear feet of concrete curbing. The flagpole area work will consist of replacing the existing flagpole lighting fixtures with energy efficient LED units and restoring the flagpole to its original condition. COST MAGNITUDE: Between $2,000,000 to $5,000,000. THE AWARD OF THIS FUTURE CONTRACT IS SUBJECT TO THE AVAILABILITY OF FUNDS. The cut-off date and time for questions shall be August 5, 2016, at 10:00 a.m. CONTRACT DURATION: Performance period is approximately 244 calendar days from date of receipt of the Notice to Proceed. NAICS CODE: 237990SIZE STANDARD: $36.5 Million METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE CONSTRUCTION CONTRACT UNDER SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET ASIDE. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) 14 to a responsible service disabled veteran owned small business responding to this solicitation. Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set-aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive. REGISTERATION: To be eligible for award the SDVOSB must be considered small under the relevant NAICS code and must be registered and verified in the following websites: Those desiring to receive an award from this solicitation must be registered at www.vetbiz.gov. All bidders must also be registered in the VETS-4212 database which is mandatory prior to award of any federal government contract greater than $100,000. No telephone or email requests will be accepted. SOLICITATION AMENDMENTS: Amendments to the solicitation will be up loaded to FedBizOpps. All bidders are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers.
