- Notice to Offerors: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs incurred as a result of this request for proposal. This Request for Information (RFI) is intended to identify sources interested in providing the services specified in the Statement of Work (SOW). This RFI does not constitute an invitation to bid or a Request for Quote, nor should it be considered as a commitment on the part of the Government. Information received will not obligate the Government in any manner nor will the Government reimburse companies for any costs associated with responding to this RFI. PERFORMANCE WORK STATEMENT NORTH FLOODWAY LEVEE MOWING AND FLOODPLAIN CLEARING FROM FM 1420 AT SANTA MONICA TEXAS TO THE END I. GENERAL INFORMATION The United States Section of the International Boundary and Water Commission (USIBWC), Mercedes Field Office has a requirement for mowing overgrown vegetation and clearing trees from the North Floodway from FM 1420 at Santa Monica to the end of the North Floodway North and South Levees. The Contractor shall provide all labor, materials, equipment, subcontractors, supervisors, and management to perform the requirement of this Performance Work Statement (PWS). II. BACKGROUND In order to maintain the maximum floodway conveyance capacity, removal of overgrown vegetation including trees shall be performed routinely in the North Floodway between FM 1420 and the end of the North Floodway north and south levees. III. SCOPE o Mow, cut shrubs and trees, and multi-stemmed regrowth for approximately 1,653 acres at the following locations: o The North and South Levees from FM 1420 to the end of the levees. o The Floodplain from FM 1420 to the end of the IBWC Levees. o Mowing requirement on the North and South Levees slopes: o 15 ft. beyond the levee toe on the landside (north of the levee). o 15 ft. in the floodplain (south of the levee). o Set mowing cutting height to 6 to 8 in. o 5 ft. corridor of tall grass shall remain on the levee slopes and inside the North Flood plain. o Remove all shrubs and trees impeding the flow within 50 ft. to 100 ft. corridor shown in the maps of the North Floodway Floodplain. o After cutting shrubs, trees, and all multi-stemmed regrowth to ground level, immediately treat the stump with an approved herbicide (Imazapyr or equal) to prevent regrowth. Herbicide to be used must be submitted to USIBWC for approval prior to application. Ensure that roots are left undisturbed to avoid erosion. o Expurgated vegetation shall not be stockpiled inside the North Floodway Floodplain, it must be removed or shredded onsite. Shredded vegetation may be left in the area and dispersed as mulch. VI. REQUIREMENTS AND TASKS o The Contractor shall be responsible for obtaining Right of Entry and coordination with the adjacent landowners. o The Contractor shall appoint a coordinator or manager and an alternate to serve as a single point of contact and liaison between the Contractor and the Contract Administrator and/or Contracting Officer's Representative (COR) for the actual work required under this Contract. The coordinator or manager shall be responsible for the coordination of the work provided under this scope of work and shall respond to discrepancies and questions regarding this Contract. o The Contractor shall provide all necessary personnel, supervision, quality control, equipment, tools, services, supplies, and other items necessary to perform all operations in connection with the shrubs and trees removal project of the North Floodway Floodplain. o The Contractor is responsible for safeguarding equipment during periods of high flows or flood operations. Time extensions will be granted equal to the amount of days not able to perform the scheduled work due to high flow or flood operations. The Contractor shall be responsible to notify USIBWC within 48 hours of each event or events in which work was interrupted due to high flows or flood operations. Failure to notify USIBWC within 48 hours will cause denial of time extension. o Any work not performed will be reduced from the Contract in a percentage of acres basis. o Work will be performed from 8 AM to 4:30 PM Central Time, Monday through Friday or as approved by USIBWC. o In compliance with the Migratory Bird Treaty Act (MBTA), any active bird nest (nest with eggs or a bird present) encountered during the performance of the Contract, the nest shall not be disturbed and a 35 ft. buffer of vegetation shall remain around the nest. o Impacts to naturally occurring herbaceous plants and grasses shall be minimized by using existing roads and trails to access woody vegetation. If new trails are established, minimize the width for safe transportation of equipment. o The Contractor will work safely, train personnel, wear protective equipment at all times any, and comply with other requirement under Federal DOL/OSHA Standards; and State and or/or Local Standards as required by law. V. DELIVERABLES o The Contractor shall provide a Weekly Plan and Progress Report by 6:00 P.M. Central Time on Friday of each week. o At a minimum, the Weekly Plan and Progress Report shall include: • Days/Hours worked • Areas mowed • Any weather delays • Outlook for next week o The final progress report shall be submitted with the final invoice. VI. SCHEDULE o The Contract shall be performed between September 1 and February 28. Any work performed between March 1 and August 31 will require bird surveys in accordance with the Migratory Bird Treaty Act. o Work will be performed from 8 AM to 4:30 PM Central Time, Monday through Friday or as approved by USIBWC. o The period of performance shall not exceed one hundred fifty (150) calendar days. The Contractor shall have 150 calendar days from date of award to complete this project. VII. SITE VISIT o OFFEROR'S WILL BE HIGHLY ENCOURAGED TO ATTEND A SITE VISIT PRIOR TO SUBMISSION OF A QUOTE. XII. PRICING o The Contractor shall perform the services in accordance with this PWS at a Firm Fixed Price (FFP). [END of PWS]
