- SOURCES SOUGHT This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this is to gain knowledge of potential qualified sources and their size relative to NACIS 711510. Responses will be used by the Government to make appropriate acquisition decisions. Responses are not considered responses to any potential solicitation announcement. (DRAFT) STATEMENT OF WORK Music Services GENERAL: a.The contractor shall provide the following musical services listed in the contract for Veteran beneficiaries of the Department of Veterans Affairs, located at the Michael E. DeBakey VA Medical Center (MEDVAMC), 2002 Holcombe Boulevard, Houston, TX 77030. b.Contractor shall not be considered government employees for any purpose under the contract. c.COR: The Contracting Officer's Technical Representative assists the Contracting Officer by monitoring compliance with all contract terms and conditions. The COR for this contract will be a Staff Member with the Clinical Practice Office. The contractor will be required to complete and return the COR Delegation of Responsibilities form to the Contracting Officer; Section D of the solicitation. This form clearly states the role, responsibilities, and limitation of authority imposed on the COR. Only the Contracting Officer has the authority to negotiate changes or to modify the contract. The COR is not authorized in any way to commit the Government. d.Contractor performance monitoring will be conducted using the Quality Assurance Surveillance Plan (QASP); Section D of the solicitation. Inspections may be scheduled randomly or unscheduled as required. QUALIFICATIONS: The contractor shall: a.Have the ability to read music and play the piano. b.Have a minimum one (1) year experience in the performance or accompaniment of music in the Roman Catholic or Protestant Church or another church with a similar liturgical, traditional and contemporary tradition. c.Possess a positive, self-directed and motivated attitude and be able to interface well with a variety of people. DUTIES AND RESPONSIBILITIES: a.Contractor shall provide the following piano playing services at the MEDVAMC. The purpose of this task order is to provide musical services for Protestant and Catholic worship services each Sunday. b.Every Sunday of each Month 9:00 am - 11:00 am c.Overtime will not be authorized. d.Contractor agrees to provide piano services each Sunday for two hours. These services will be provided in the MEDVAMC Chapel. Federal holidays are not exempted from the contract. e.Music Selection: During performance of this contract, the contractor may be required to learn new music selections as necessary due to the different ecclesiastical requirements of the presiding Clergy leading the service/mass. f.Attire. While in the performance of their duties, the contractor will be required to wear appropriate professional business attire with a neat and clean image. Period of Performance a.Period of Performance: Base Period: October 1, 2016- September 30, 2017 b.Place of Performance: Michael E. DeBakey VA Medical Center 2002 Holcombe BLVD Houston, TX 77030 All interested firms shall provide the following information: company name, address, point of contact, phone number, email address, capability statement, DUNS number and business size pursuant to the NAICS code 711510. Responses to this notice shall be e-mailed to Darnell.Rias@va.gov. Telephone responses will not be accepted. Responses must be received in writing no later than Monday, July 11 2016 at 10am CST. This notice is to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses are not a request to be added to a prospective bidders list or to receive a copy of the solicitation.
