- TITLE: Fluorescence Lifetime Imaging Microscopy (FILM) Detectors OPDIV: NIST, Center for Nanoscale Science and Technology (CNST) This is a SOURCES SOUGHT NOTICE to determine the availability of potential businesses in accordance with FAR 7.104(d). The potential business will need to demonstrate the capability to perform all facets of the work described below. The sole intent of this Sources Sought Notice is to obtain capabilities for set-aside and procurement planning purposes. This is not an invitation for bid, request for proposal, or other solicitation, and in no way obligates the National Institute of Standards and Technology (NIST) to award a contract. BACKGROUND The National Institute of Standards and Technology (NIST), Center for Nanoscale Science and Technology (CNST) develops innovative nanoscale measurement and fabrication capabilities to support researchers in all research settings. CNST has initiated a research program to develop measurement methods and instrumentation based on super-resolution localization microscopy and single-molecule fluorescence lifetime data to image and characterize catalytic reaction centers at the nanoscale. It will also be used to measure single-molecule dynamics in soft materials, including polymers, composites and biological systems. To support this effort, the CNST seeks to acquire two (2) single-photon detectors, which will be incorporated into multipurpose instrumentation for fluorescent correlation spectroscopy (FCS) and fluorescent lifetime imaging microscopy (FLIM). The instrumentation shall allow for complex, higher-order fluorescent measurements (i.e. multicolor FCS) as well as direct comparisons between scanning FLIM (this instrument) to a state of the art wide-field, fluorescent lifetime instrument currently being built and tested. The speed, efficiency and timing of two (2) single photon detectors will allow an entire portfolio of time-correlated measurements be developed at the CNST as a resource accessible to researchers in the CNST and to outside users via collaboration. CONTRACTOR REQUIREMENTS To meet the purpose and objective of this requirement, the Contractor shall provide documentation demonstrating the capability to provide two (2) single photon detectors, meeting or exceeding the minimum capabilities listed below. TIMING RESOLUTION. Each single-photon detector shall have timing resolution ≤ a full width, half max of 60 ps. Each single photon detector shall also have a shift of the timing response of ≤ 100 ps when under maximum count rate. AFTER-PULSING. Each single photon detector shall have an after-pulsing probability ≤ 3%. DEAD TIME. Each single photon detector shall have a dead time of ≤ 80 ns. OUTPUT PULSE. Each single photon detector shall have an output pulse with the following characteristics: A pulse width ≤ 20 ns. A rise/fall time ≤ 2 ns. A pulse height between 1 to 3 volts. The pulse must be able to be inverted from positive to negative going and vice versa without losing timing resolution. DETECTION EFFICIENCY. Each single photon detector shall have a detector efficiency ≥ 30% at 550 nm. DETECTION WAVELENGTH RANGE. Each single-photon detector shall be sensitive over a range of 400 nm to 700 nm DETECTOR AREA. Each single photon detector shall have a detector area ≥ 50 microns square. DARK COUNTS. Each single photon detector shall have a dark count rate ≤ 30 counts per second. COUNT RATE. Each single photon detector shall have a maximum count rate ≥ 10 MHz. CALIBRATION. Each single photon detector shall include performance data for timing resolution, dark count rate, maximum count rate, output pulse shape and efficiency. Trade and Service 1. Vendors should include information regarding warranty availability, duration and coverage. Capability statements must demonstrate the minimum requirements outlined above. Responses shall be limited to 10 pages. Responses must be received not later than 3:00PM Eastern Time, July 12th, 2016.
