- The purpose of this Sources Sought Notice is to search for small business concerns capable of providing Domestic Water Valve replacement at the Philadelphia VAMC. This Sources Sought Notice is for market research purposes only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Do not submit a proposal or quote. This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this sources sought. You will not be entitled to payment for direct or indirect costs that you incur in responding to this Sources Sought Notice. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this Sources Sought Notice. The draft Statement of Work (SOW) follows (and attached): =========================================================== DRAFT STATEMENT OF WORK BELOW =========================================================== CLC Domestic Water Valves Replacements Provide labor and material necessary for replacing 18 faulty butter fly isolation valves located at CLC building, Philadelphia VAMC, 3900 Baltimore AVE Philadelphia, PA 19104. 1) Provide ten (10) 4" and eight (8) 2.5" James bury Hi-Performance, Butterfly or Equal Valves, complete with stainless steel bodies and stainless steel trim, manual lever operators, new gaskets and new hardware. 2) Schedule multiple shut downs with the plumbing Foreman at 215-823-4127 for valves installations. 4-6 shut downs between 8:00PM and 4:00 AM to avoid patient disturbance. 3) VAMC plumbing shop is to drain domestic hot and cold water piping as required per schedule to replace existing valves. 4) Remove existing butterfly valves for mains isolations, located in MER BA 100 and crawl space. Valves are located in very congestive with piping and equipment and high above head. Crawl space valves are in unfinished dirt, dark and congestive space. 5) Install new hi-performance butterfly valves in place of the faulty butter fly valves, dispose old valves. Reinsulate piping as required. 6) Assist VAMC staff with flushing, filling domestic hot and cold water piping, and verifying integrity of flanged connections. 7) Job duration is 30 days. 8) All work shall be performed with licensed plumbing, mechanical contractors in accordance with IPC, International Plumbing code. 9) All work is to be performed during premium time, between 8:00 PM and 4:00 AM following day. 10) The contractor is to submit for the VA approval valves and L copper, welded pipe only neither Groove nor is pro press allowed. 11) The contractor is to submit work schedule one week in advance, must be coordinated with the plumbing shop. 12) End =========================================================== DRAFT STATEMENT OF WORK ABOVE =========================================================== Any interested small business concern must submit a no longer that 3 page capability statement addressing its ability to meet the requirements above to Mark Murray, Contract Specialist, at mark.murray4@va.gov no later than 08 July 2016, 12:00 PM. Interested parties are also welcome to identify any ambiguities with the SOW and are welcome to suggest enhancements to the SOW and include them separately with their capability statement. Questions regarding this Sources Sought Notice will not be answered.
