Description
The Naval Air Systems Command (NAVAIR) awarded a Cost-Plus-Fixed-Fee contract to develop, document, integrate, test and deliver a Harpoon Block II+ (HII+), Air-to-Ground Missile (AGM), Air-Training Missile (ATM), and Captive-Air-Training Missile (CATM) 84N-1 specific Munitions Application Program (MAP) software for Common Munitions Built In-Test (BIT) / Reprogramming Equipment (CMBRE) to the United States Navy (USN). This acquisition was pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. NAVAIR awarded this effort to The Boeing Company. The period of performance shall be completed no later than 24 months after award. The Boeing Company is the sole designer, developer, manufacturer and integrator of the Harpoon Weapon System, SLAM-ER missiles, and the related equipment. Boeing alone has the experience, special skills; proprietary technical documentation, software/algorithms; facilities and manufacturing techniques required to produce, assemble and integrate this equipment and furnish the supplies and services within the required timeframe. Accordingly, The Boeing Company is the only known qualified, responsible source that can fulfill the requirements specified herein.
