Description
INTRODUCTION PURSUANT TO FAR Subpart 5.2-Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT TO ACTION. The National Institute on Drug Abuse (NIDA), Station Support Contracts and Simplified Acquisitions Branch (SS/SA) on behalf of the National Institute on Mental Health intends to negotiate and award a contract for Collaborative Research On Anxiety And Attention Bias EXTENT OF COMPETITION •This acquisition is full and open with no set aside restrictions. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 541690 with a Size Standard of $14,000,000.00. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-88_6 dated 07/01/206 This acquisition is conducted under the procedures as prescribed in FAR Part 13.5 and ina coordance with FAR Part 12. DESCRIPTION OF REQUIREMENT Project Description The National Institute of Mental Health (NIMH) Section on Development and Affective Neurosciences (SDAN), is a laboratory designed to conduct brain imaging studies in children and adolescents. Such research requires diverse expertise in cognitive neuroscience techniques. SDAN requires collaborative efforts to enhance the impact of research performed on site at the NIMH. In the past, work with the contractor's laboratory has facilitated the impact of research at SDAN. In particular, both SDAN is interested in clinically significant alterations in brain function in specific mood and anxiety disorders. Purpose and Objectives The purpose of this acquisition is to acquire the services of a contractor to oversee the dissemination of these methods to other collaborating laboratories and to continue the ongoing collaborative work. Period of Performance Base Period - August 15, 2016 through August 14, 2017 Option Period One - August 15, 2017 through August 14, 2018 Option Period Two - August 15, 2018 through August 14, 2019 CLOSING STATEMENT The solicitation will be issued on or about Jily 16, 2016 and bids or proposals will be tentatively due about fifteen (15) days after the solicitation release date.
