- Description
- The United States Coast Guard, in accordance with Federal Acquisition Regulation 6.302-1: Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, intends to award a firm fixed price six month contract to HMS Technologies Inc., One Discovery Place, Martinsburg, WV 25403 for Private Branch eXchange (PBX) to provide continuity of telephone system lifecycle support. HMS Technologies, through their teaming partners, hold maintenance contracts with Avaya for Coast Guard telephone systems. This includes Partner Assurance Support Services (PASS) for CS1000 phone systems, System Support (SS) for CM-6 Phone Systems, and IP Office support Services (IPOSS). HMS Technologies Inc. is the only vendor able to provide short-term system lifecycle support for these telephone systems. This sole source synopsis exception to full and open competition is authorized when award to any other source would result in substantial duplication of costs or unacceptable delays (see FAR 6.302-l(a)(2)(iii)). The Service Code is 5805 Telephone & Telegraph Equipment. This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Any vendor that believes it can provide the stated services can provide supporting documents demonstrating their authorization as a value added reseller, capability, and past performance. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within discretion of the Government.
