Description

This is a sources sought notice to determine the availability of potential sources having the capabilities to provide Continuous Monitoring of Potable Water System at the West Palm Beach VA Medical Center. The facility is located in West Palm Beach FL, and is set on a campus with a 9 story, state-of-the-art, full-service hospital and research facility with multiple outbuildings and structures. THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a sources sought synopsis to determine interest from Service Disabled Veteran Owned Small Businesses (SDVOSBs) and Veteran Owned Small Businesses (VOSBs), and other Small Business Concerns. All responses should be submitted by email to John.Hull3@va.gov. Provide only the requested information below. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classifications relative to NAICS 238220, Plumbing Heat & Air Contractors. Responses to this synopsis will be used by the Government to make acquisition strategy decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on the FBO website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors must respond to the solicitation announcement in addition to responding to this sources sought announcement. SPECIFIED REQUIREMENT: Network Contracting Office 8, West Palm Beach, Florida is seeking sources for a potential contractor capable of providing potable water monitoring. Qualified offerors must be capable of providing all services and equipment needed to provide these services as specified below: A Monthly maintenance program, including all equipment, reagents, calibration solutions, parts, labor, travel and all other related services: Vendors must comply with US EPA regulation 40 CFR 140.74, Standard Method 4500-CLG, and US EPA Method 334.0 "Determination of Residual Chlorine in Drinking Water Using an Online Chlorine Analyzer. A data logging device with the following minimum criteria: 1.Automatically collect and log data at user selected intervals. 2.Log device data date/time stamps and store in non-volatile memory. 3.Store interval data locally until the next scheduled upload. 4.Support a Modbus interface plus fifteen additional analog or pulse input signals. 5.Capable of receiving data from up to 32 additional sensor systems which support Modbus. 6.Capable of transporting data securely to servers owned and operated by the equipment supplier over cellular and Ethernet Wide Area Networks (WANs). 7.Capable of providing secure data access and analysis using any Internet connected device. 8.NEMA 4X rating Software solution with the following minimum criteria: 1.Software-as-a-Service (SaaS) enterprise-class platform specialized for building water systems. 2.Capable of monitoring all sensor data from the potable water quality monitoring system 3.Supports manual data entry via computer and mobile devices, automatic uploading of all water and microbiological test results, documentation of water management plans and activities, and automated sensor monitoring, as specified in VA directive 1061 4.Administrative functionality to control user access rights, and automated alert notifications 5.Data storage for a minimum of five years 6.Exportable data to excel and other formats In regards to the above minimum criteria, does your company possess the ability to meet the specified agency needs and perform accordingly?
