Description
NASA/Goddard Space Flight Center (GSFC) intends to issue a Request for Proposal on a sole source basis to the Laboratory for Atmospheric and Space Physics (LASP) at the University of Colorado, Boulder, Colorado. NASA/GSFC plans to obtain Mission Operations and Data Processing support for the Total and Spectral solar Irradiance Sensor-1 (TSIS-1). The TSIS-1 instrument is being built, delivered and operated by LASP under a contract with NASA/GSFC TSIS-1 Project. LASP is responsible for the operation of TSIS-1 for the first 90 days after launch. TSIS-1 is scheduled to fly on the International Space Station in FY 2018. LASP is uniquely qualified for this contract because they have developed and maintain two permanent laboratory facilities that provide calibration to the National Institute of Standards and Technology level 1 Total Solar Irradiance (TSI) and Spectral Solar Irradiance calibration standards. The two facilities, the Total Radiance Facility and the Spectral Radiance Facility are used for the TSIS-1 instrument final calibration and will assist in future on-orbit anomaly investigation. Furthermore, through the experience of developing and operating the Total Irradiance Monitor (TIM) and Spectral Irradiance Monitor (SIM) on NASA Solar Radiation and Climate, and TIM on TSI Calibration Transfer Equipment mission, LASP has acquired the specialized expertise that is critical to successful operation and data processing of the TIM and SIM on TSIS-1. The statutory authority for this sole source procurement is 10 U.S.C 2304(c)(1), Only One Responsible Source. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 13, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. The Government does not intend to acquire a commercial item using FAR Part 12. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable.
