- The National Institute of Environmental Health Science (NIEHS) intends to award a Purchase Order to Thomson Reuters (Scientific) LLC, at 1500 Spring Garden St #4, Philadelphia, PA 19130-4067, to provide an unlimited number of employee/members end user licenses at NIEHS, Research Triangle Park campus. This includes remote usage access for offsite usage by authorized users. The North American industry Classification System (NAICS) Code is 519130 and the business size standard is 1,000 employees. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that Thomas Reuters (Scientific) Inc. is the only known responsible source capable of providing the required services and no other services will satisfy the agency's requirements. The purpose of this Purchase Order is to obtain EndNote X7 Site License Hybrid download Renewal of Research Software Subscription software for Macintosh and Windows operating systems as a brand name to keep the NIEHS's current EndNote software installations in warranty and without a support lapse. This renewal also offers unlimited site license for employees and members as well as remote usage to authorized users at NIEHS campus. The NIEHS has used EndNote for many concurrent years as it is compatible with Macintosh and Linux computers as well as NLM citation indexes. Thomas Reuters is creator and EndNote licenses are proprietary to this vendor within North America. Changing software would require many hours of IT labor per EndNote installation. As documentation is pushed into electronic formats such as web based publications, citation software may become obsolete and therefore no longer used. NIEHS is aware of vendors who may offer Digital Object Identifiers which replace traditional citations in manuscripts. These offerings are part of NIH wide data commons initiatives which may change publication and business practices in the near future, until then it is cost efficient for the Government to continue to use EndNote software which is compatible with current NLM citation indexes. Therefore, the determination has been made that Thomson Reuters (Scientific) Inc. is the only vendor able to meet the requirement, as detailed above. This notice of intent is not a solicitation or request for quotes. Notwithstanding, any firm that believes it is capable of meeting NIEHS' requirement, as stated herein, may submit their corporate capabilities, which, if received by the response date of this announcement, may be considered. Responses to this posting must be in writing and shall be emailed to Teresa McCall at teresa.mccall@nih.gov and are due by 4:30PM ET on July 8, 2016. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely
