- This Special Notice is to advise interested members of the National Spectrum Consortium (NSC), as well as other interested parties within the U.S. technology base, that a Request for Prototype Proposals (RPP) has been issued by Advanced Technology International dba SCRA Applied R&D for the Deputy Assistant Secretary of Defense, Emerging Capabilities and Prototyping (ODASD, EC&P) in partnership with the Department of Defense Chief Information Office. The purpose of the RPP is to solicit for the following projects: - NSC-16-0009 - Extended Small Unmanned Autonomous System (SUAS) Command, Control and Communication (C3) with Agility, Persistence and Efficiency (ESCAPE) - The purpose of this effort is to develop new prototype systems, consisting of radio frequency (RF) components, firmware and software, that can provide time, frequency and location-agile line-of-sight and beyond/non-line-of-sight C3 capabilities to SUAS in complex and congested electromagnetic spectrum (EMS) environments. - NSC-16-0010 - Timing, Frequency, Navigation and Geodesy (TFNG) Enablers for Dynamic Spectrum Sharing (TEDSS) - The purpose of this effort is to develop new prototype systems, consisting of radio frequency (RF) components, firmware and software that can provide internal and external functions with highly-precise time, frequency and phase disciplining. - NSC-16-0011 - Electromagnetic Spectrum (EMS) Situational Awareness (SA) & Command and Control (C2) with Wideband Sensors & Data Analytics - The purpose of this effort is to develop a new prototype system, consisting of radio frequency (RF) hardware, firmware and software that can instantaneously monitor multiple and non-contiguous frequency bands as well as provide tailored processing, analysis and dissemination to tip, cue, and message SDS in an AoR the situational awareness and analytics necessary to make informed decisions regarding channel selection, compression, power control, modes and techniques that improve spectral efficiency and spectrum utilization of U.S. weapons systems.
