- This is a presolicitation synopsis. The RFP, with information and specification will be available on the DLA internet Bulletin Board System (DIBBS) Home Page (see instructions below) after June 6, 2016. Please note that all dates are estimated. The proposed acquisition is for the following Naval Achievement Medal Set: NSN: 8455-00-926-6784 Spec: MIL-DTL-3943/53K, MIL-DTL-3943E, MIL-DTL-11589/133G, MIL-DTL-11589F, MIL-DTL-11484/68E, MIL-DTL-11484G Specifications and drawing can be obtained from Link-https://assist.daps.mil/quicksearch/ Navy Achievement Medal Set 8455-00-926-6784 Naval Achievement Medal Set, consisting of: Full Size Medal, Lapel Button and Service Ribbon Mounted on a Class 1 or 3 Pad, Boxed in a type VXI Decoration Case Samples of all can be obtained from LINK- HTTP://DSCP.DLA.MIL/Portal/sreqfrm.aspx Fill the item description block with Medal type, and the place number This acquisition is unrestricted. The Buy American Act and the Berry Amendment apply. The solicitation will result in an Indefinite Delivery Type Contract with one (1) base year and four (4), one year option terms. The quantities are as follows: Navy Achievement Medal Set-base year minimum 13,344; maximum: 41,700, Option years 1-4 minimum: 13,344; Option year 1-4 maximum: 41,700. First article will be required after award; production lead time is 90 days after the date of award. Destination Arizona Industries for the Blind. The new acquisition will be available after June 6, 2016. The estimated closing date is July 6, 2016. Please note that all dates are estimated. Availability of solicitations, FAR 5.102 (d) applies, as our office no longer issues solicitations or amendments in paper form. The solicitation will be posted on https://www.dibbs.bsm.dla.mil/ A few of the highlights of the information that will be found include: 1. On the DLA Internet Bulletin Board System (DIBBS) Home Page, click the Vendor Registration link to begin the registration. 2. In order to register to access secure portion of DLA DIBBS, the company you are presenting must already be registered in the System for Award Management (SAM) system. 3. A Commercial and Government Entity (CAGE) Code registration will be processed immediately. A User ID will appear on the registration screen and a password will be sent separately to the email address of the Super User. If a CAGE is already registered on the DLA DIBBS, the name and email address of the Super User will be provided. The Super User should be contacted to set up additional accounts, logon and passwords for the CAGE, DIBBS Super User*. If your CAGE has already registered on DIBBS, the name and email address of the person designated as your user will be provided.* The representative who starts the DIBBS registration process has the option to accept their SAM’s registration POC as the DIBBS super user, or they can designate themselves or another person to act as the super user for the CAGE. The super user IDs and passwords, modify existing users, and control the login status of each user for their CAGE through My Account (Account Maintenance). 4. The Defense Appropriations and Authorization Act and other status (including the Berry Amendment) impose restrictions on the DOD’s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in the DFARS clause 252.225-7012) and specialty metals (as defined under clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted, or produced in the United States, unless one of the DFARS 225.7002-exceptions applies.
