Description
PRE-SOLICITATION NOTICE OF INTENT NON-COMPETITIVE INTRODUCTION PURSUANT TO FAR Subpart 5.2-Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT TO ACTION. THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), Station Support Contracts and Simplified Acquisitions Branch (SS/SA) on behalf of the National Institute on Aging intends to negotiate and award a contract for participation in a meta-analysis of population based cohorts dealing with the risk for cognitive decline\dementia by using anti-hypertensive drug vs. using a specific anti-hypertensive drug. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 541990 - All Other Professional, Scientific and Technical Services with a Size Standard of $15,000,000.00 REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses of the Federal acquisition Requlation (FAR) in effect through the Federal Acquisition Circular (FAC) 05-88-6, dated 06-27-2016. STATUTORY AUTHORITY This acquisition is conducted as non-competitive under the authority of 41 U.S.C. 253(c) under provisions of the statutory authority of FAR Subpart 6.302-3(a)(2)(i), To establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center. DESCRIPTION OF REQUIREMENT Project Description The mission the Laboratory of Epidemiology and Population Science (LEPS) is to describe this complexity of disease in a wide age range of diverse population groups; to identify and to test etiologic and predictive hypotheses about health behaviors and conditions in these populations. LEPS provides leadership in the development of approaches and techniques that maximize the yield from epidemiologic studies of aging populations. Our mission also highlights mentoring the next generation of leaders in the field of the epidemiology of aging, health disparities and behavior. As a part of recommending blood pressure (BP) control in older persons, treatment choices have to be considered. There are five major classes of anti-hypertensive medications, with different mechanisms of action that may be relevant for cerebral health. However, extant studies do not provide consistent results favoring any one type of anti-hypertensive drug (as opposed to just BP lowering) as a means to reduce cognitive-related brain disease (i.e., Gelber, 2013; Li, 2010; McGuinness, 2009). Lack of consensus may relate to study differences. Clearly, the important clinic and public health question of treating elevated BP to reduce the short-term risk of cognitive decline/dementia needs to be addressed with larger samples with a range of health characteristics, who have been followed long term, have detailed measures of brain structure and function, and a standardized approach to analysis. The analyses for this PSC will be based on the Framingham Heart Study (FHS). The FHS comprises three generations of participants including the Original cohort followed since 1948 (n=5209), their Offspring and spouses of the offspring (n=5216) followed since 1971 with biennial exams. The Original cohort of the FHS has been evaluated biennially since 1948, was screened for prevalent dementia and AD in 1974-76 and has been under surveillance for incident dementia and AD since then. The Offspring have been examined once every 4 years and have been screened for prevalent dementia with a neuropsychological battery and brain MRI. At each clinic exam, participants receive questionnaires, physical examinations and laboratory testing; between examinations they remain under surveillance (regardless of whether or not they live in the vicinity) via physician referrals, record linkage and annual telephone health history updates. Methods used for dementia screening and follow-up include a standardized neuropsychological test battery to establish a dementia-free cohort. Screen positive individuals are given further in-depth testing to ascertain dementia. In addition to dementia and cognitive testing, the FHS also has a sample of 337 who have had MRI brain scans. The FHS is the longest on-going epidemiologic study on cardiovascular disease, with additions on neurologic, musculoskeletal, body composition, and genetics. The multiple exams that have been conducted will provide unique data on the long-term efficacy of anti-hypertensive medications to reduce dementia and cognitive decline. Purpose and Objectives To participate in a meta-analysis of population based cohorts with the aim to compare in late-life, the effect of reducing the risk for cognitive decline/dementia by using any anti-hypertensive drug vs. using a specific anti-hypertensive drug. This aim will result in a recommendation for a pharmacologic treatment strategy for elevated blood pressure in older persons. Period of Performance August 1, 2016 through July 31, 2017 CLOSING STATEMENT This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this solicitation must include clear and convincing evidence of the offeror's capability of fulfilling the requirement as it relates to the technical evaluation criteria. The price proposal must include the labor categories, an estimate of the number of hours required for each labor category, fully loaded fixed hourly rate or each labor category, breakdown and rationale for other direct costs or materials, and the total amount for participation in the study. In addition the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
